The railway network planning to improve international intermodal transport capacity in Vietnam to be accelerated by 2030?
In Official Letter 8216/VPCP-CN in 2022 of the Government Office, Deputy Prime Minister Vu Duc Dam gave the following comments on the plan to improve international intermodal transport capacity by rail to 2030:
- The Ministry of Transport urgently prepares master plans according to regulations to concretize the railway network master plan for the period 2021 - 2030, with a vision to 2050 (Decision No. 1769/QD-TTg dated October 19, 2021 of the Prime Minister).
- The Ministry of Transport shall decide and take full responsibility for allowing some railway stations to temporarily operate international transport.
- The Committee for Management of State Capital at Enterprises directs the Vietnam Railways Corporation to have a plan to invest in vehicles and equipment to ensure the efficiency of infrastructure investment, to meet the demand for international intermodal transport capacity.
- The concerned ministries, agencies and People's Committees of the provinces and centrally-run cities shall coordinate in implementing the plan to improve the capacity of international intermodal transport by rail.
Accordingly, Deputy Prime Minister Vu Duc Dam asked the Ministry of Transport to accelerate the formulation of railway network plans to improve international intermodal transport capacity by 2030.
The Ministry of Transport will be the decision-making body and take full responsibility for allowing some railway stations to temporarily operate international transport.

Vietnam: What are the railway lines to be planned by 2030?
In subsection 1, Section II, Decision 1769/QD-TTg in 2021 of the Prime Minister has decided to plan 09 new railway lines by 2030 with a total length of 2,362 km as follows:
- North - South high-speed railway line from Ngoc Hoi station to Thu Thiem station: double track, 1,435mm gauge, about 1,545 km in length.
- Yen Vien - Pha Lai - Ha Long - Cai Lan route from Yen Vien Bac station to Cai Lan station: single track, double gauge 1,000 mm and 1,435 mm, length 129 km.
- The eastern ring road of Hanoi city from Ngoc Hoi - Lac Dao - Bac Hong: double track, double gauge, 1,000 mm and 1,435 mm, about 59 km in length; to convert Ngoc Hoi - Yen Vien, Gia Lam - Lac Dao sections into urban railways in accordance with the construction route of urban railway No. 1 in Hanoi and the Eastern ring railway.
- The Hanoi - Hai Phong route (belonging to the Lao Cai - Hanoi - Hai Phong railway line) parallel to the Hanoi - Hai Phong expressway (to the South Hai Phong station) connecting the Hai Phong international gateway seaport with the ports of Dinh Vu, Nam Do Son and Lach Huyen: double track, measuring 1,435 mm, length about 102 km.
- Vung Ang - Tan Ap - Mu Gia route from Vung Ang port to Vietnam - Laos border (Mu Gia pass): single track, gauge 1,435 mm, length about 103 km.
- Bien Hoa - Vung Tau route from Trang Bom station to Vung Tau station: about 84 km in length, 1,435 mm in gauge; in which, the section of Bien Hoa - Thi Vai has a double track, and the section of Thi Vai - Vung Tau has a single track.
- Ho Chi Minh City - Can Tho route from An Binh station to Cai Rang station: double track, measuring 1,435 mm, length about 174 km.
- Ho Chi Minh City - Loc Ninh route from Di An station to Vietnam - Cambodia border rail connection point (Hoa Lu border gate): gauge 1,435 mm, length about 128 km; in which, section Di An - Chon Thanh double road, section Chon Thanh - Loc Ninh single road.
- Thu Thiem - Long Thanh route from Thu Thiem station to Long Thanh International Airport station only serves passengers: double track, 1,435 mm gauge, about 38 km in length.

In subsection 3, Section II, Decision 1769/QD-TTg 2021 of the Prime Minister mentioned the content of connecting to the international railway as follows:
Vietnam's railway network connects Asia, Asia - Europe through Chinese railways at Huu Nghi and Lao Cai border gates; connecting with ASEAN railway via Laos (at Mu Gia, Lao Bao), through Cambodia (at Loc Ninh), specifically:
- Connecting with China railway through two existing lines Hanoi - Dong Dang and Hanoi - Lao Cai.
- Connecting with Laos via Vung Ang - Tan Ap - Mu Gia route and My Thuy - Dong Ha - Lao Bao route.
- Connecting with Cambodia via Ho Chi Minh City - Di An - Loc Ninh route.
Vietnam: What is the railway network investment orientation for 2030?
In Section III of Decision 1769/QD-TTg 2021 of the Prime Minister, the content of the railway network investment orientation until 2030 is mentioned as follows:
- The scale and length in the planning are calculated according to the forecast demand. During the implementation process, depending on transport needs, investment resource capacity and connectivity, the investment policy decision-making authority decide the investment divergence to ensure project efficiency.
- For investment planning projects after 2030, in case localities or investors have investment needs, report to the Prime Minister for approval sooner.
- In the process of making regional and provincial planning, the planning agency shall base on the approved railway network master plan to integrate and ensure synchronism; at the same time, planning railway routes (including scale, alignment,...) to connect large seaports, inland ports, inland waterway ports, economic zones, tourist areas... with roads national iron to meet the transportation needs and the ability to mobilize investment resources of the localities;
Planning the appropriate land fund in the station area for the development of urban centers and functional areas (transport-oriented urban development model - TOD), creating resources to participate in investment and development of road infrastructure national iron; localities shall assume the prime responsibility for, and actively mobilize resources for investment in railway routes connecting the above-mentioned transport hubs with national railways.
