Recently, the Prime Minister of Vietnam issued Official Dispatch No. 517/CD-TTg on implementing solutions to ensure electricity supply in the dry season in 2023 and in the future.

According to that, Official Dispatch sent to the Minister of Industry and Trade; Chairman of the Committee for Management of State Capital at Enterprises; Presidents of People's Committees of provinces and centrally run cities; Chairman, general director of corporations: Vietnam Electricity, Vietnam Oil and Gas, Vietnam Coal - Mineral Industry, in which:

The Prime Minister of Vietnam has directed in many forms from early and remotely on ensuring electricity supply in the dry season in 2023, especially the Government requires absolutely no shortage of electricity as well as paying attention to specific solutions to overcome difficulties in power supply in the past time, including Notice No. 185/TB-VPCP dated May 19, 2023.

Although, Vietnam Electricity (EVN), Vietnam Oil and Gas Company (PVN), Vietnam National Coal and Mineral Industries Group (TKV) and relevant ministries and agencies have made efforts to implement some urgent solutions, but so far, there have appeared factors that negatively affect the assurance of sufficient electricity supply in the coming time, especially in the North.

Notably, the Government assigned the Minister of Industry and Trade to direct the establishment of a specialized inspection team in accordance with the law on electricity supply and management of Vietnam Electricity from January 1, 2021 to June 1, 2023.

Thus, at the latest directive, the Prime Minister of Vietnam has requested the inspection of EVN and the inspection of EVN will be conducted on the contents of electricity supply and management from January 1, 2021 to June 1, 2023.The Prime Minister of Vietnam asked to absolutely not let power shortage occur? Completely handle wind and solar power projects but do not meet the deadline for applying the FIT pricing mechanism?

This is one of the tasks the Prime Minister of Vietnam requires the Ministry of Industry and Trade to perform according to Official Dispatch No. 517/CD-TTg in 2023, specifically:

- The Government requests to study and guide the final handling according to its competence for wind power and solar power projects that have been constructed but fail to meet the deadline for application of the FIT pricing mechanism (which has expired).

- In addition, direct the review and assessment of the current power supply situation, urgently guide EVN to develop proactive scenarios to promptly respond to difficulties in electricity supply and organize the implementation according to the law.

- Urgent request to complete the Prime Minister of Vietnam's Directive on enhancing electricity saving in the period of 2023 - 2025 and the following years and submit it to the Prime Minister of Vietnam for signature and promulgation before June 8, 2023.

- Urgently complete the Prime Minister of Vietnam's Directive on ensuring electricity supply, coal and gas supply for power production in the coming time, and report to the Prime Minister of Vietnam before June 15, 2023.

Urgently guide the negotiation of electricity prices in the spirit of "harmonious benefits, shared risks" for wind power and solar power projects mentioned above according to regulations, completed in June/ 2023.

- Review electricity regulations to provide guidance on investment in transmission grids according to the approved electricity development planning, in which to promote investment in the form of public-private partnership in the process of building and submitting to the Prime Minister of Vietnam. The Prime Minister of Vietnam promulgates the Implementation Plan of the Electricity Master Plan VIII.

- Urgently adjust the management and direction of the National Load Dispatch Center to the Ministry of Industry and Trade of Vietnam in June 2023 and study and implement appropriate and effective policies.

Ask EVN to focus on enhancing electricity saving?

In the Official Dispatch No. 517/CD-TTg in 2023, the intense heat and the impact of the El Nino phenomenon occurring in many parts of the country recently have increased the people's demand for electricity, combined with the lack of rain in the northern provinces, so the water in hydropower reservoirs is very low, which greatly affects the power supply in the dry season of 2023.

The Prime Minister of Vietnam directs the Vietnam Electricity to perform the following tasks:

- Focus on effectively mobilizing all resources, make the best efforts in directing and operating synchronously and effectively implementing solutions to ensure electricity supply; strictly comply with regulations and the direction of the Prime Minister of Vietnam and the guidance of the Ministry of Industry and Trade on this issue.

- Actively develop flexible scenarios to cope with difficulties in power supply and follow the guidance of the Ministry of Industry and Trade of Vietnam; at the same time, assume the prime responsibility for, and coordinate with ministries, branches and localities in, organizing the implementation according to regulations.

- Urgently direct and directly troubleshoot power plants, especially power plants in the North to put them into operation as soon as possible.

- Highly focus on effectively implementing solutions to enhance electricity saving, especially in June 2023.
