What is the obligation to join the People’s Police in Vietnam?

Pursuant to the provisions of Article 8 of the 2018 Law on People’s Public Security Force in Vietnam, the obligation to join the People’s Police in Vietnam is as follows:

1. A citizen’s fulfillment of the obligation to join the People’s Public Security Force means that he/she has performed their obligation to defend the Fatherland during his/her service in the people’s armed force. Annually, the People’s Public Security Force may recruit citizens within age for service into the People’s Public Security Force for a period of 24 months. The Minister of Public Security shall be accorded authority to extend the period of service of non-commissioned officers and conscripts to no more than 06 months in the following cases:
a) Extension of the period of service serves the purpose of being ready to fight;
b) Extension of the period of service may be granted if they are performing natural disaster or epidemic prevention and control or rescue tasks.
2. The procedures for recruitment of eligible citizens into the People’s Public Security shall be similar to the procedures for recruitment of citizens eligible to perform active military duty.
3. The Government shall elaborate on clause 2 of this Article.

Thus, a citizen’s fulfillment of the obligation to join the People’s Public Security Force means that he/she has performed their obligation to defend the Fatherland during his/her service in the people’s armed force. Annually, the People’s Public Security Force may recruit citizens within age for service into the People’s Public Security Force for a period of 24 months.

What is military service in Vietnam?

Pursuant to Article 4 of the 2015 Law on Military Service in Vietnam (Point a, Clause 4 of this Article is amended by Point a, Clause 1, Article 49 of the 2019 Law on Militia and Self-Defense Forces in Vietnam) on military service as follows:

- Military service is the glory of citizen to serving in People’s Army. Military service is performed in the regular armed forces or in reserve forces of People’s Army.

- Citizens at the age for military service, regardless of ethnics, sectors, faiths, religions, education levels, occupations or residences, shall complete the military service according to the regulations in this Law.

- Any citizens who joins the Coastguard forces or People’s Army is considered as active duty military.

- Citizens shall be recognized completing peacetime military service in the regular armed forces:

+ Standing militia with at least 24 months of active duty shall be recognized as having completed active military duty during peacetime decided by commanding officers of military commands of districts according to request of Chairpersons of People’s Committees of communes or heads of hamlets in case of no communes and heads of agencies and organizations;

+ Citizens who have completed service in Police departments of communes for at least 36 months;

+ Officials and civil servants and people having university degrees who have received training and granted rank of reserve officer;

+ Young people graduated from universities, colleges or vocational schools who volunteer to serve at economic-defense groups for at least 24 months according to the project decided by the Prime Minister;

+ Citizens serving on fishery inspection cutters for at least 24 months.

Selection Criteria

- Have a clear background.

- Strictly abide by the lines and guidelines of the Party, policies and laws of the State; No conviction is...

- Ensure political standards as prescribed by the Minister of Public Security.

- High School Graduation. Particularly in disadvantaged areas, citizens who have graduated from lower secondary schools can be recruited.

Priority is given to people who have graduated from colleges, universities or higher with necessary expertise.

- Body fit, not deformed, deformed and meet other health standards.

- Have a clear background;

- Strictly abide by the lines and guidelines of the Party, policies and laws of the State;

- Be healthy enough to serve in the army;

- Have a cultural level from grade 8 or higher. It is difficult for localities to ensure that they have enough troops to assign troops, so they choose people with 7th grade qualifications.

Benefits

- Enjoy the regimes and policies for non-commissioned officers and soldiers serving in the armed forces

- Get a vocational training allowance or a job creation allowance

- Priority is given to the entrance exam to the People’s Public Security schools

- To enjoy other regimes and policies as prescribed by the Government.

- 10 days of leave if serving in the army from the 13th month onwards;

- Received many benefits when demobilized

- Support for vocational training, job creation when demobilized.

Thus, whether it is obligation to join the People’s Police or the military service, it is a citizen’s duty to protect the Fatherland. When citizens perform obligation to join the People’s Police, they will not need to perform military service.
