Decree 56/2022/ND-CP dated August 24, 2022 stipulating that the organizational structure of the Ministry of Transport will have changes compared to the organizational structure of the current Ministry of Transport of Vietnam (according to Decree 12/2017/ND-CP):
- For organizations that advise and assist the Minister in performing State management, the Ministry of Transport continues to maintain 6 organizations (ensure to meet established criteria as prescribed), including: Finance Department Main, Legal Department, International Cooperation Department, Organization and Personnel Department, Inspector and Office.
- Simultaneously, the Ministry of Transport merged the Department of Science and Technology with the Department of Environment into the Department of Science, Technology and Environment.
- Reorganized 3 departments: Traffic Infrastructure, Transport, and Traffic Safety into 2 cases (Department of Traffic Infrastructure and Department of Transport). Accordingly, the Traffic Safety Department will be dissolved; merging the Public-Private Partnership Department into the Department of Planning and Investment.
- The Ministry of Transport has moved the Department of Business Administration into transitional terms.
- Besides, the Directorate for Roads of Vietnam was dissolved and 02 departments were established: Department for Road of Vietnam and Department for Expressway of Vietnam;
- The Ministry of Transport dissolved 02 departments: Department of Construction Management - Quality of Traffic Works and Department of Health and Transport. Accordingly, the Construction Investment Management Department was established.

Pursuant to Article 3 of Decree 56/2022/ND-CP stipulating the organizational structure of the Ministry of Transport, the organizational structure of the Ministry of Transport from October 1, 2022 includes 23 the following organizations:

- Institute of Strategy and Transport Development.
- School of Traffic Management.

How will the organizations under the Ministry of Transport of Vietnam work under the restructure?
Pursuant to the provisions of Article 5 of Decree 56/2022/ND-CP stipulating the organizational structure of the Ministry of Transport as follows:
- The Department of Business Administration will continue to operate according to current regulations until the Ministry of Transport completes the restructuring of the Shipbuilding Industry Corporation under the decision of the competent authority.
- The Department of Health and Transport will continue to operate according to current regulations until the Ministry of Transport completes the handover of medical facilities under the Department of Health and Transport under local management and Center for Health - Working Environment and Transport was established according to the provisions of Decision 1922/QD-TTg dated November 25, 2020 of the Prime Minister.
- The Minister of Transport shall stipulate the functions, tasks, powers and organizational structure of the Vietnam Road Administration, the Vietnam Expressway Administration, ensuring the inheritance of the tasks and powers of the General Department of Transport. Roads of Vietnam according to the provisions of law and international treaties to which the Socialist Republic of Vietnam is a contracting party until the competent authority promulgates or amends and supplements the provisions of the law.
- Public service providers under the Directorate for Roads of Vietnam will continue to operate in accordance with current regulations until the competent authority completes the arrangement for these units.
- The Airport Authority, the Maritime Administration and the Inland Waterway Authority will continue to apply the financial mechanism of the public non-business unit as prescribed until the competent authority decides to implement the improvement. salary policy according to Resolution 27-NQ/TW dated May 21, 2018 of the Party Central Committee.
Decree 56/2022/ND-CP dated August 24, 2022 defining the organizational structure of the Ministry of Transport takes effect from October 1, 2022.
