On July 26, 2023, the Ministry of Health of Vietnam issued the Plan 1015/KH-BYT in 2023 on the protection, care and improvement of people's health in 2024.

Pursuant to subsection 4 Chapter I Plan 1015/KH-BYT in 2023, the Ministry of Health synchronously deploys digital signatures or personal electronic signatures for officials, public employees and employees as follows:
- Promulgate the Resolution of the Party Personnel Committee of the Ministry of Health on medical digital transformation to 2025. Develop a Decree on management of health data, a Circular to replace Circular 54/2017/TT-BYT promulgating a set of criteria for information technology application in medical examination and treatment facilities, a Circular amending and supplementing Circular 46/2018/TT-BYT regulating electronic medical records.
- Build a database of medical statistics; initially formed specialized databases 14. Connected groups of medical data to perform interoperability for some groups of administrative procedures 15. Connected data on driving license medical certificate to serve the issuance and renewal of driving licenses. Complete the pilot implementation in Ha Nam province to perform statistics and update information on health resource data.
- Develop and deploy electronic medical record management software at medical facilities and medical examination and treatment facilities; forming technical infrastructure of remote medical examination and treatment consulting support platforms (VTelehealth), electronic health record (VHR) platforms and starting to deploy at units and localities. Develop the function of electronic data warehouse of organizations and individuals on the information system for handling administrative procedures of the Ministry of Health
- Maintain effective operation of the Information System to handle administrative procedures, with full functions according to Decree 61/2018/ND-CP 16. Strongly deploy the payment of non-cash medical services side 17. Synchronously deploy digital signatures or personal electronic signatures for officials, public employees and employees of the Ministry of Health. Implement solutions to ensure safety and security of information systems under the management of the Ministry of Health.

The Ministry of Health of Vietnam: To strengthen drug quality monitoring, to ensure that the rate of unqualified drugs is kept at less than 1%?
Pursuant to subsection 5, Section 3, Chapter I, Plan 1015/KH-BYT in 2023, the Ministry of Health of VIetnam strengthens supervision of drug quality, ensuring that the rate of unqualified drugs is maintained at a low level of less than 1% as follows as follows: :
- Ensure the supply of drugs for the people's prevention and treatment needs, promptly handle the application for a license to import drugs without circulation registration to meet the needs of special treatment and aid drugs, humanitarian aid, disease prevention drugs (COVID-19 epidemic, anti-diphtheria serum, Botulium detoxification).
Direct the Departments of Health to strengthen the work of ensuring the supply of drugs in the locality for drugs/combined drugs/medicinal ingredients that are narcotic active ingredients, psychotropic substances, precursors and drugs. Strengthen supervision of drug quality, ensure that the rate of unqualified drugs is maintained at a low level of less than 1%.
- Submit for promulgation mechanisms to ensure drugs and medical equipment:
+ Decree 07/2023/ND-CP amending and supplementing a number of articles of Decree 98/2021/ND-CP of the Government on management of medical equipment;
+ Resolution 30/NQ-CP in 2023 on continuing to implement solutions to secure drugs and medical equipment;
+ Circular 06/2023/TT-BYT amending and supplementing a number of articles of Circular 15/2019/TT-BYT regulating the bidding of drugs at public health facilities;
+ Circular 08/2023/TT-BYT annulls legal documents issued by the Minister of Health, including Circular 14/2020/TT-BYT on medical device bidding at public health facilities
+ Circular 14/2023/TT-BYT on procedures for determination of budget limits for procurement of goods and services for medical equipment at public health facilities.
- Focus on completing the online public service portal on medical equipment management, ensuring efficient operation; handle backlog dossiers, speed up the appraisal of medical equipment circulation dossiers.
Expeditiously deploy to handle and remove problems and problems related to 2 grassroots projects 2 Bach Mai Hospital and Viet Duc Friendship Hospital.
Develop guidelines on standards and norms for investment design and construction of Centers for Disease Control and Prevention in provinces and cities (CDC)...
The Ministry of Health of Vietnam: To develop a strategy for development of science, technology and innovation in the health sector by 2030?
Pursuant to subsection 6, Section 3, Chapter I, Plan 1015/KH-BYT in 2023, the Ministry of Health shall develop a strategy for science, technology development and innovation in the health sector by 2030 as follows:
- Continue to implement fundamental and comprehensive innovation in education and training for human resource development in health. Formulate a Decree on specialized training in the field of health, a Circular on the management process of scientific and technological tasks under the responsibility of the Ministry of Health, Project on human resource development health care in the period of 2023-2030 with a vision to 2045.
Coordinate the implementation of activities of the National Medical Council. Implement the development of standards for training programs at university level in the field of health and develop and update professional competency standards at university level.
- The network of medical human resource training institutions continues to develop in both public and non-public sectors, expanding training specialties. There are 202 medical human resource training institutions nationwide. With current training capacity and students, by 2025, it is possible to achieve the target of 15 doctors/ten thousand people and 25 nurses/ten thousand people.
- Strengthen the organization and supervision of the training of health workers, supervision of enrollments at educational and training institutions in the health sector; supervise and inspect the continuous training of medical staff.
Coordinate with the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs in the training management of the health sector. Strengthen training and send young doctors to disadvantaged areas 19.
- Deploy the development of the Strategy for Science, Technology Development and Innovation in the Health Sector to 2030. Continue to implement 5 Science and Technology Programs at the Ministry of Health for the period 2021-2025 20. Complete The approval of 13 scientific and technological tasks at the Ministry of Health level will begin in 2023.
Establishment of the National Ethics Council in Biomedical Research, term 2023-2028. Continue to direct the implementation units to ensure the safety, quality and progress of clinical trials of COVID-19 vaccines and COVID-19 treatment drugs.
