- Building, implementing, and managing a database of identifiers and control lists for state-managed products by the Ministry of Health.- Constructing and deploying a management system for assets, medical devices, medicines, and general consumables at healthcare facilities.- Developing a repository for medical imaging diagnostics, medical test results, electronic prescriptions, medical services payments, IoMT data, genes, and electronic medical records.- Building and deploying the Ministry of Health's operational management information system.- Establishing a data science lab to exploit health sector data.- Developing and implementing the Medical Examination and Treatment Activity Management Information System.- Building and deploying a health workforce management system connected to Vietnam's healthcare network.- Developing and deploying a population and family planning management information system.- Establishing a database on reproductive support.- Outsourcing IT services to build a national management system for medical practice during 2021 - 2025 (upgrading and maintaining the licensing management system for medical practitioners and healthcare facilities).- Building a medical device management information system.- Developing a management system for asset control and income declaration for those obliged to declare assets and a system to manage the implementation of inspection conclusions.- Constructing and deploying a disease prevention management information system.- Developing and implementing a health environment management information system.- Implementing a pharmaceutical and cosmetic management information system.- Developing and deploying a food safety management information system.- A traditional medicine management system connected to electronic health records.- Digital transformation at hospitals under the Ministry of Health for the period 2023-2025.- Digital transformation at Drug Testing Institutes for the period 2023-2025.

Based on section 3.2 of section III of the Scheme issued with Decision 2491/QD-BYT in 2023, the tasks include:
(1) Upgrading the Ministry of Health's Administrative Procedure Resolution Information System.
- Reviewing, assessing, and restructuring all the business processes of provided online public services; simultaneously restructuring administrative procedures to facilitate citizens and businesses.- Completing the integration of public services from the Ministry of Health departments into the Ministry of Health's Administrative Procedure Resolution Information System.- Completing the integration and provision of the Ministry of Health's public services to the National Public Service Portal as required by the Government of Vietnam.- Developing an electronic data repository of organizations and individuals on the Ministry of Health's Administrative Procedure Resolution Information System.- Connecting to the national citizen database and the national enterprise registration database.- Outsourcing services for the management, operation, and maintenance of the Ministry of Health's Administrative Procedure Resolution Information System software.
(2) Upgrading the Ministry of Health's National Single Window Mechanism Information System.
- Enhancing the system to meet new requirements of the Government of Vietnam, such as Decree 98/2021/ND-CP and changes in unit business processes.- Outsourcing services for the management, operation, and maintenance of the National Single Window Mechanism Information System software.
(3) Other tasks.
- Upgrading the complete process public services of the Department of Medical Examination and Treatment and guiding localities to upgrade the complete process public services to integrate procedures for licensing medical practice / pharmacist practice certificates and judicial record issuance.- Developing complete process online public services for the Department of Traditional Medicine and Pharmacy Management.
What tasks are carried out to build and develop digital health platforms?
Based on section 3.3 of section III of the Scheme issued with Decision 2491/QD-BYT in 2023, the tasks include:
- Building and developing the electronic health record platform.- Developing and enhancing the vaccination management platform.- Supporting a telemedicine consultation platform.- Developing a commune health station platform.- Constructing an electronic prescription management platform.- Developing a laboratory testing platform.
What are the tasks of the Ministry of Health performed under Scheme 06?
Based on section 3.4 of section III of the Scheme issued with Decision 2491/QD-BYT in 2023, the tasks include:
- Upgrading the COVID-19 vaccination management platform to become the national vaccination management platform.- Connecting health data groups including birth certificate issuance, death certificate data, driver's health check data; data pursuant to Decision 3074/QD-BYT in 2022.- Collecting, receiving, connecting, and sharing basic data about health resources.- Ensuring infrastructure, network information security, and a platform to collect, connect, and share data with the national citizen database.
