The Government, ministers, heads of ministerial-level agencies and heads of government-attached agencies must actively and actively coordinate closely and effectively with agencies of the Party, State, and the Central Committee of the Socialist Republic of Vietnam. Vietnam Fatherland Front and central agencies of socio-political organizations in the performance of tasks and powers; take the initiative in reporting and explaining issues of concern to the Ethnic Council and Committees of the National Assembly; studying, solving and answering questions and giving explanations to National Assembly deputies, responding to voters' petitions and petitions of the Central Committee of the Vietnam Fatherland Front and socio-political organizations on matters of management responsibility.
2. The Government shall guide, inspect and create conditions for the People's Council to perform its tasks and exercise its powers as prescribed; to lead, direct, guide, inspect and examine the activities of the People's Committees at all levels; consider and settle recommendations of the People's Council and the People's Committee."

“Article 10. Working relations of ministers, heads of ministerial-level agencies, heads of government-attached agencies with ministries, ministerial-level agencies and government-attached agencies
1. To guide and inspect ministries, ministerial-level agencies and government-attached agencies in performing their assigned tasks in their respective branches and domains in accordance with law.
2. To recommend the Ministers, Heads of ministerial-level agencies and Heads of Government-attached agencies to annul regulations promulgated by such ministries or agencies that are contrary to the Constitution, laws and documents issued by state agencies. above or of ministries or ministerial-level agencies in charge of sectors and fields under the management responsibility of ministries, ministerial-level agencies and agencies attached to the Government. In case the petition is not accepted, it shall be reported to the Prime Minister for consideration and decision.
3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, when dealing with work within their competence related to the functions and tasks of other ministries and agencies, must take the initiative and actively coordinate with each other. effective for the Minister, the head of that agency:
a) In case of collecting opinions in writing, the opinion-collecting ministry or agency shall specify the time limit for reply but shall not exceed 07 days from the date of sending the document, unless the work is of an important or complicated nature;

d) When invited to a meeting to handle differing opinions on the main contents of the project or work as prescribed at Point d, Clause 3, Article 8 of this Regulation, the minister or the head of the invited agency shall have to duty to attend or in special cases, if he is absent, he must appoint a deputy to the meeting instead. The opinion of the meeting person is the official opinion of the Minister, the head of the agency and is reflected in the dossier submitted to the Government, the Government Standing Committee, and the Prime Minister.

Accordingly, in case the Minister collects opinions in writing on issues related to the expertise of another Ministry, the opinion-collecting agency shall specify the time limit for reply, but not exceeding 07 days from the date of sending the document, except for the following matters: important and complex.

Pursuant to Article 11 of the Regulation promulgated together with Decree 39/2022/ND-CP stipulates as follows:

“Article 11. Working relationship between ministers, heads of ministerial-level agencies, heads of government-attached agencies and local governments
1. Ministers, heads of ministerial-level agencies, heads of agencies attached to the Government shall have to settle proposals of the People's Councils and People's Committees of provinces within 07 days; in case it is necessary to obtain additional opinions from other ministries or agencies, it shall not exceed 15 days from the date of receipt of the written request, except for unexpected and urgent cases, which must be answered earlier at the request. If the proposed ministry or agency fails to settle it within the time limit, the President of the People's Council or the President of the People's Committee of the province shall report it to the Prime Minister or the Deputy Prime Minister in charge; The Minister, the Head of the proposed agency shall be responsible for the delay in handling the local petitions.
6. In case a minister, head of a ministerial-level agency or a head of a government-attached agency collects opinions from the chairperson of the provincial-level People's Committee, the time limit for replying to comments shall comply with the provisions of Clause 1 of this Article. .”

Accordingly, within 07 days from the date of receiving the written request of the People's Committee in Vietnam of the province, the Minister, the Head of the ministerial-level agency will have to deal with the proposal of the People's Committee in Vietnam of the province.

In case the proposed issue requires additional opinions from the ministry or other agency, the Minister or Head of a ministerial-level agency will settle it within 15 days from the date of receipt of the written request.
