Currently, when enterprises need to bid for construction and installation online in one stage, a bag of documents needs to prepare bids. The bid form shall be made according to to form No. 02 in Form No. 1A issued together with Circular 08/2022/TT-BKHDT stipulating as follows:

In what cases is the one-stage bidding method a bag of documents in Vietnam?
Pursuant Article 28 of the Law on Bidding 2013 of Vietnam, provides as follows:
Article 28. The single-stage one-envelope bidding procedure
1. The single-stage one-envelope bidding procedure shall apply in the following cases:
a) Competitive bidding, limited bidding for procurement of non-consulting service provision; procurement of procurement of goods, works, mixed packages with small scale;
b) Shopping Method for procurement of non-consulting service provision, goods procurement, works;
c) Direct Contracting for procurement of the consulting service provision, non-consulting service provision, goods procurement, construction, mixed packages;
d) Direct Procurement for procurement of goods procurement;
dd) Direct Contracting for selection of investor.
2. Bidders/investors may submit Bids, Proposals including Technical Proposal and Financial Proposal at the request of Bidding Documents, Requests for Proposals.
3. The bid opening shall be conducted once for all Bids, Proposals.
Accordingly, the one-stage bidding method will be applied in cases such as extensive bidding, procurement packages for goods, construction and installation,... as per the above.
How is the single-stage bidding method a bag of documents carried out in Vietnam?
Pursuant to Article 11 of Decree 63/2014/ND-CP stipulates as follows:
Article 11. Specific process
1. Pre-selection of contactors must include:
a) Composing bidding document;
b) Verifying and approving the bidding document.
2. Selection of contactors must include:
a) Soliciting bidders;
b) Issuing, amending and clarifying the bidding documents;
c) Preparing, submitting, receiving, managing, amending and withdrawing the bid envelope;
d) Opening the bid packages.
3. Evaluation of the bid envelope must include:
a) Examining and evaluating the validation of the bid envelope;
b) Specifically evaluating the bid envelope;
c) Rating the bidder.
4. Discussing the agreement.
5. Reporting, verifying, approving, and announcing the result of contractor selection.
6. Completing and signing the contract.
Accordingly, the one-stage bidding method is carried out through steps such as preparing to select contractors; organization of the selection of contractors; evaluating bids; contract negotiations; submitting, appraising for approval, and publicizing the results of contractor selection and completion and signing of contracts.
How to evaluate bids in a one-stage manner in Vietnam?
Pursuant to Article 15 of Decree 63/2014/ND-CP stipulates as follows:
Article 15. Rules for the bid evaluation
1. The evaluation of the bid packages must follow the standards of the bid evaluation, different requirements specified in the bidding documents, the bid envelopes, and demonstration or explanation of the bid envelopes to select the right contractors who prove their proper competence, experience and feasible solutions to executing contracts.
2. Since the evaluation is based on the bid copies, bidders must be responsible to ensure that they are identical to the originals. In case of any difference between the originals and copies without leading to any change in the rating of bidders, the originals are important to make critical evaluations.
3. In case of any difference between the originals and copies which leads to the difference between the evaluation result of original bid packages and that of duplicate bid packages as well as change to the rating of bidders, such bid packages shall be eliminated.
Thus, the evaluation of bids in the method of one-stage one-bag dossiers is carried out in accordance with the above principle.
