The Government of Vietnam requests the restructuring of weak credit institutions and urgently report solutions for weak banks.
At Section 1 of Resolution 185/ND-CP in 2023 on the situation of implementing the socio-economic development plan for October and the first 10 months of 2023; directions and tasks for November and the future, the following specifics are stated:
Besides the basic achievements, our country still faces limitations and continues to encounter numerous difficulties and challenges. Economic growth has not met the set targets. Inflation, though controlled, remains under significant pressure. The state budget revenue has decreased compared to the same period.
The corporate bond and real estate markets have improved but have not met expectations; restructuring some weak credit institutions is still slow; credit growth is low; the economy's capital absorption ability is difficult; bad debts are on the rise.
Given this situation, the Government of Vietnam requests the State Bank of Vietnam to preside, cooperate with relevant agencies and localities:
- Continuously and proactively manage monetary policy flexibly, promptly, and effectively, coordinating harmoniously, reasonably, and tightly with fiscal policy and other policies. Manage the open market operations flexibly, support liquidity for credit institutions; manage interest rates, exchange rates appropriately, ready to intervene in the market when necessary and in accordance with the law to stabilize the foreign exchange market, contributing to macroeconomic stability, and control inflation.
Continue striving to reduce lending interest rates, especially for existing loans and new loans; direct credit institutions to cut unnecessary fees, support people, and businesses in recovering and developing production and business.
- Manage the growth and structure of credit reasonably to meet the credit capital needs of the economy. Continue to direct credit institutions to promote credit growth while ensuring credit quality and loan safety; channel credit capital into production and business sectors, priority areas, and growth drivers of the economy; strictly control credit in high-risk areas; facilitate businesses and individuals to access bank credit capital.
Continue directing commercial banks to expedite the disbursement of a 40 trillion VND interest rate support package, 120 trillion VND for loans to social housing projects, worker housing, projects to renovate, rebuild old apartments, and 15 trillion VND for the forestry and fisheries sectors.
- Monitor the implementation of Circular 02/2023/TT-NHNN, Circular 03/2023/TT-NHNN, and Circular 06/2023/TT-NHNN to promptly provide guidance, resolve arising problems (if any); urgently and effectively implement the tasks and solutions assigned by the Prime Minister of the Government of Vietnam in Official Telegram No. 990/CD-TTg dated October 21, 2023, review the deadlines for implementing policies as prescribed in the Circulars to consider extensions to alleviate difficulties for businesses and people as directed by the Government of Vietnam's leaders in document No. 3887/VPCP-KTTH dated October 20, 2023. Continue to review, amend, and supplement Circular No. 16/2021/TT-NHNN dated November 10, 2021, regulating the purchase, sale of corporate bonds by credit institutions and foreign bank branches.
- Focus on effectively implementing the Scheme for restructuring the system of credit institutions associated with bad debt handling for the period 2021 - 2025. Resolutely orchestrate the restructuring of weak credit institutions, urgently report to the competent authority the solutions for handling Saigon Joint Stock Commercial Bank and weak banks in accordance with the conclusions of the Politburo. Enhance the management and supervision of the activities of microfinance institutions.

The Government of Vietnam has requested the People's Committees of provinces and central cities to focus on implementing:
- Resolutely carry out the arrangement of district-level and commune-level administrative units for the period 2023 - 2030 according to Conclusion 48-KL/TW in 2023 of the Politburo and Resolution 35/2023/NQ-UBTVQH15 of the National Assembly Standing Committee, ensuring the goals, implementation roadmap for the arrangement of district and commune-level administrative units in 2023, 2024, to prepare for the organization of Party Congresses at all levels in 2025.
Simultaneously, it requests the Ministry of Home Affairs to preside, cooperate with agencies and localities as follows:
- Focus on organizing the arrangement of district and commune-level administrative units for the period 2023 - 2025, ensuring progress, and goals as directed by the Prime Minister of the Government of Vietnam in Official Telegram 972/CD-TTg dated October 17, 2023, promptly report to the competent authority the difficulties and obstacles encountered during the implementation. Guide and urge localities to resolve arising issues, especially in consolidating the organizational structure and resolving surplus officials and public employees, workers in agencies, organizations, units, and resolving issues concerning headquarters and public assets at newly formed district and commune-level administrative units after arrangement.
What tasks does the Government of Vietnam set for the Ministry of Information and Communications in November 2023 and the time to come?
In the Appendix issued with Resolution 185/ND-CP in 2023, the specific tasks set by the Government of Vietnam for the Ministry of Information and Communications in November 2023 and the future are as follows:
- Continue to rectify activities violating press laws. Coordinate with the Central Propaganda Department to direct and orient press and publishing agencies to enhance policy communication and important activities of the Communist Party leaders, the State, the management and administration of the Government of Vietnam, and the Prime Minister of the Government of Vietnam in the last months of the year to successfully achieve the socio-economic development goals and tasks of 2023.
- Urge ministries, central, and local authorities to complete the assigned tasks regarding digital transformation in the action plan of the National Digital Transformation Committee in 2023, announce the list of databases, and establish open data resources.
- Preside, cooperate with the Ministry of Planning and Investment, the Ministry of Justice, and relevant agencies to review, amend, supplement, and promulgate as per authority or submit to the competent authority for promulgation legal documents guiding criteria for identifying domestically-produced information technology products, information technology products with special characteristics; economic-technical norms in investment and application of information technology, focusing on norms, unit prices, costs for building and evaluating, announcing the quality of platforms, information systems, software, public service portals, and administrative procedures resolution information systems of ministries, central, and local authorities.
- Urgently propose amendments and supplements to Decree 73/2019/ND-CP dated September 5, 2019, of the Government of Vietnam on managing the application of information technology investment using state budget capital; complete it by December 2023.
