Pursuant to Form No. 01 issued together with Circular 109/2016/TT-BTC stipulates as follows:
Pursuant to the provisions of Clause 2, Article 1 of Circular 37/2022/TT-BTC amending Circular 109/2016/TT-BTC, then:
- Amending and supplementing form 1 promulgated together with Circular 37/2022/TT-BTC of the Minister of Finance, providing for the preparation of estimates, management, use and finalization of funds for conducting statistical surveys. National statistical census and census attached to this Circular.
Thus, Form No. 01 on the List of remuneration payments to investigators is added the column "Tax identification number (if any)" as above.

Pursuant to Clause 5, Article 3 of Circular 109/2016/TT-BTC stipulates as follows:
"Article 3. Spending contents and levels of statistical surveys are guaranteed by the central budget
...
5. Payment of wages:
a) Outsourced wages:
- Outsourced expenditures: Reviewing and making a list of subjects subject to the Statistical Survey (only in case it is necessary to outsource the Statistical Survey to be conducted for the first time). or Statistical surveys with changes in the subjects subject to the Statistical Survey according to the provisions of the Statistical Survey plan), collecting data for the Statistical Survey, reviewing the Statistical Survey questionnaires, translating into English. ethnicity cum guides, hire guides who are not interpreters.
- Regarding the level of expenditure: The average wage rate outsourced to perform the above tasks is calculated according to the highest regional minimum wage on a daily basis prescribed by the State at the time of conducting the Statistical Survey. (Example: The highest regional minimum wage prescribed by the State is 3,500,000 VND/month. The daily wage norm for making estimates of outsourced wages is: 3,500,000 VND: 22 days = 159,000 VND) .
Particularly for the remuneration of non-interpreter guides: The payment level is equal to 70% of the salary for hiring interpreters and guides.
b) In case civil servants of the Office of Statistics at the commune, ward or township level participate in reviewing and making a list of units eligible for statistical investigation, collecting data, surveying statistics, reviewing the Statistical Survey form. receive support equal to 50% of the salary for hiring statistical investigators specified at Point a, Clause 5, Article 3 of this Circular;
c) In case the statistical survey has in-depth and complicated survey content, it is not necessary to use outsourced statistical enumerators but to use civil servants and public employees of agencies or units to carry out the statistical survey. shall be paid not more than 50% of the salary for hiring statistical investigators specified at Point a, Clause 5, Article 3 of this Circular.
In the case of civil servants and public employees of agencies or units conducting statistical surveys outside working hours, they shall be paid a maximum amount not exceeding the salary for hiring statistical investigators specified at Point a, Clause 5 of this Article. 3 of this Circular and must not be paid overtime wages, per diem allowances.
The head of the agency or unit performing the Statistical Survey shall decide to appoint a person with statistical expertise and experience in information extraction to participate in the collection of information. (in addition to regular duties) as required by the Statistical Survey plan.
d) According to the approved Statistical Survey plan, the head of the agency in charge of the statistical investigation organization shall pay wages for the Statistical Survey specified at Points a, b and c of this Clause according to the number of votes in Article 1 of this Decree. Based on the actual situation in the locality and the ability to balance local budgets, the People's Committees of the provinces and centrally-run cities shall submit them to the People's Councils of the same level for decision on specific expenditures and levels appropriate to their needs. but not exceeding the maximum level specified in Article 3 of this Circular. In case of necessity due to the requirements of the complicated nature of the Statistical Survey, the geographical area of the Statistical Survey is difficult: The People's Committees of the provinces and centrally-run cities shall submit a number of decisions to the People's Councils of the same level. the spending level is high but not exceeding 20% of the spending level specified in Article 3 of this Circular."
Thus, the content and expenditure levels of the Statistical Surveys guaranteed by the local budget are regulated as above.
Circular 37/2022/TT-BTC takes effect from August 8, 2022.
