What are the conditions and standards to be considered for issue of press card in Vietnam?
According to the provisions of Article 27 of the 2016 Press Law of Vietnam stipulating as follows:
Conditions and standards to be considered for issue of press card in Vietnam
1. The persons working at the press agencies specified in Clauses 1, 2, 3 and 4, Article 26 of this Law are considered for issue of press card must meet the following conditions and standards as follows:
a) Are the Vietnamese citizens and are permanently residing in Vietnam;
b) Having graduated from university; in case of being the ethnic minority people who are carrying out the publications of printed newspapers, broadcasting and television programs, special column of online newspaper in the language of ethnic minority language, such persons must graduate from college or have higher education.
c) In case of issue of card for the first time, there must be the working time for 02 consecutive years or more at the press agency requesting the issue of card by the time of consideration for issue of card, except for the editor-in-chief of scientific magazine and other cases as stipulated by law;
d) Are recommended for issue of card by the press agency or the current agency.
2. The cases specified in Clause 5, Article 26 of this Law are issued with the press card must meet the conditions and standards specified under Points a, b and d, Clause 1 of this Article and must meet the conditions and standards as follows:
a) Are the permanent collaborator of the broadcasting and television station of province and centrally-run city;
b) Have at least twelve journalistic products which have been broadcast on the broadcasting station and television station of province and centrally-run city in 01 year by the time of consideration for issue of card.
c) In case of issue of card for the first time, there must be the working time for 02 consecutive years or more at the broadcasting station and television stations or the equivalent by the time of consideration for issue of card.
d) Are recommended for issue of card by the broadcasting station and television station of province and centrally-run city.
Thus, individuals who want to be considered for a press card must meet the above conditions.

According to the provisions of Clause 1, Article 6 of Circular 31/2021/TT-BTTTT of Vietnam, the dossier for granting a press card is as follows:
- An agency applying for issuance of press cards shall send 1 dossier of applications including:
+ A declaration of application for a press card declared by the applicant according to Form No. 1;
+ A digital copy (if the application is sent on the Information Portal of the Ministry of Industry and Communications) or a copy (if the application is sent directly or by post) of the bachelor's degree or a college diploma or higher in case the applicant is an ethnic minority prescribed in Point b Clause 1 Article 27 of the Press Law (this does not apply to press card change cases in the new period)
+ A digital copy (if the application is sent on the Public Service Portal of the Ministry of Information and Communications) or a copy (if the application is sent directly or by post) of the recruitment decision or labor contract and other related documents (documents approved by competent agencies showing the time of payment of social insurance at press agencies, working agencies or showing the payment, salary/wages/remuneration/royalties on a monthly basis) proving the working time of at least 2 years at the press agency that applies for press cards or at district-level broadcasting stations, and equivalences;
+ A list of published and broadcasted press works for cases prescribed in Clause 5 and Clause 6 Article 26 of the Press Law (Form No. 2);
+ A consolidated list of applicants applying for press cards (Form No. 3).

What are the procedures for granting a press card in Vietnam?
According to the provisions of Article 6 of Circular 31/2021/TT-BTTTT of Vietnam on procedures for granting press cards as follows:
- The agency applying for issuance of press cards shall send its application before November 11 and April 21 every year or before September 1 of the last year of the duration of press cards for consideration of issuance of press cards.
- The Ministry of Industry and Communications shall grant press cards on January 1 and June 21 every year;
- If the dossier of applications is rejected, agencies prescribed in Clause 2 Article 5 of this Circular shall respond and provide explanations on the public service portal of the Ministry of Industry and Communications or in writing.
