Are the Stipends for Citizens Participating in Military Service (NVQS) Increased with Wage Reform According to Resolution 27?

Currently, the stipends for citizens participating in NVQS are stipulated in Article 7 of Decree 27/2016/ND-CP regarding one-time discharge allowance, employment creation allowance, transportation fee, and travel allowance for non-commissioned officers and soldiers discharged from service as follows:

Regimes on One-Time Discharge Allowance, Employment Creation Allowance, Transportation Fee, and Travel Allowance for Non-Commissioned Officers and Soldiers Discharged from Service

1. In addition to the one-time social insurance benefits, as per legal regulations on social insurance, non-commissioned officers and soldiers discharged from service receive a one-time discharge allowance equal to 02 months of statutory pay rate for each year of service in the Military as regulated by the Government of Vietnam at the time of discharge. The calculation for the odd months is as follows: Less than 01 month is not eligible for the discharge allowance; from 01 month to 06 months is eligible for 01 month of the statutory pay rate; from over 06 months to 12 months is eligible for 02 months of the statutory pay rate.

2. Non-commissioned officers and soldiers who serve a full term of 30 months and are discharged from service will receive an additional 02 months of their current rank allowance; if discharged before the 30-month term, those who have served from the 25th to under 30th months will receive an additional 01 month of their current rank allowance.

3. Non-commissioned officers and soldiers who complete their service as required by the Law on Military Service, when discharged, will receive an employment creation allowance equal to 06 months of statutory pay rate as regulated by the Government of Vietnam at the time of discharge.

4. When discharged, non-commissioned officers and soldiers are organized a farewell meeting by their managing unit before discharge, with expenses of 50,000 VND/person; the unit sees off and ensures transportation to the place of residence according to regulations or provides usual class fare and travel allowance from the unit to the place of residence.

To be specific:

One-Time Discharge Allowance

For each year of service in the Military (full 12 months), the allowance is equivalent to 02 months of statutory pay rate:

In the case of odd months, the calculation is as follows:

- Less than 01 month is not eligible for the discharge allowance.- From 01 month to 06 months: The allowance is equivalent to 01 month of statutory pay rate.- From over 06 months to 12 months: The allowance is equivalent to 02 months of statutory pay rate.

The current statutory pay rate: 1,800,000 VND/month. Therefore, soldiers who have served for 02 years (24 months) will receive a one-time discharge allowance as follows: 2 x 2 x 1,800,000 = 7,200,000 VND.

Thus, servicemen receive 2 x 2 x 1,800,000 = 7,200,000 VND.

Employment Creation Allowance

According to Clause 3, Article 7 of Decree 27/2016/ND-CP, non-commissioned officers and soldiers who complete their military service, when discharged, will receive an employment creation allowance equal to 06 months of statutory pay rate at the time of discharge.

*Note:

- For non-commissioned officers and soldiers who serve a full term of 30 months, an additional 02 months of their current rank allowance will be provided.- If discharged before the 30-month term, the period of service from the 25th month to under the 30th month will receive an additional 01 month of their current rank allowance.- Besides the allowances mentioned above, non-commissioned officers and soldiers, when discharged, are organized a farewell meeting by their managing unit before discharge with an expense of 50,000 VND/person, the unit sees off and ensures transportation to the place of residence according to regulations or provides usual class fare and travel allowance from the unit to the place of residence.

However, under Resolution 27-NQ/TW of 2018, the following wage reform content is outlined:

- Abolish the statutory pay rate and the current salary coefficients, and construct the basic salary as a specific amount in the new salary table.

When Does the 2024 Military Service Health Examination Take Place?

In Article 40 of the Law on Military Service 2015, the health examination for citizens called for enlistment and for performing the duty to join the People's Public Security is regulated.

1. The Chairman of the district-level People's Committee decides to form the Health Examination Council at the request of the same-level health department.

2. The Commander of the district-level Military Command issues a health examination order to citizens within the calling scope for enlistment; the Head of the district-level Public Security issues a health examination order to citizens within the scope of performing the duty to join the People's Public Security. The health examination order must be delivered to the citizens 15 days before the examination date.

3. The district-level Health Examination Council organizes health examinations for citizens within the calling scope for enlistment and performing the duty to join the People's Public Security; if necessary, it decides on conducting clinical tests, including tests for detecting drugs and HIV, ensuring accuracy and being accountable for health examination results.

4. Health examinations take place from November 1 to December 31 every year. The health examination period for calling citizens to enlist for the second time, as stipulated in Article 33 of this Law, will be decided by the Prime Minister of the Government of Vietnam.

5. Health classification results must be publicly posted at the headquarters of the commune-level People's Committee, agencies, and organizations within 20 days.
