Change in Allowances for Individuals Participating in Military Service during the 2024 Wage Reform According to Resolution 27 – Is it true?
Currently, some allowances for citizens participating in military service are regulated as follows:
According to Article 7 of Decree 27/2016/ND-CP which stipulates policies on demobilization one-time allowances, job creation allowances, travel expenses, and travel allowance for non-commissioned officers and soldiers upon demobilization.
Policy on Demobilization One-Time Allowance, Job Creation Allowance, Travel Expenses, and Travel Allowance for Non-commissioned Officers and Soldiers Upon Demobilization
1. In addition to the one-time social insurance benefits as stipulated by the law on social insurance, non-commissioned officers and soldiers upon demobilization shall receive a one-time demobilization allowance. For each year of service in the Army, they shall receive an allowance equivalent to two months of the statutory pay rate as stipulated by the Government of Vietnam at the time of demobilization. In cases where service duration is less than one year, the calculation is as follows: Less than 01 month shall not receive demobilization allowance; from 01 month to 06 months shall receive an allowance equivalent to 01 month of the statutory pay rate; from more than 06 months up to 12 months shall receive an allowance equivalent to 02 months of the statutory pay rate.
2. Non-commissioned officers and soldiers who serve for a full period of 30 months upon demobilization shall receive an additional allowance equivalent to 02 months of their current rank allowance; in cases of demobilization before the completion of 30 months, the period of service from the 25th to the under 30 months shall receive an additional allowance equivalent to 01 month of their current rank allowance.
3. Non-commissioned officers and soldiers who have completed their mandatory military service as stipulated by the Law on Military Service upon demobilization shall receive a job creation allowance equivalent to 06 months of the statutory pay rate as stipulated by the Government of Vietnam at the time of demobilization.
4. Non-commissioned officers and soldiers upon demobilization shall be given a farewell organized by their direct managing unit before leaving the service, with an expense of 50,000 VND/person; they shall also be accompanied and transported back to their residence as stipulated, or be provided with travel expenses (regular class) and travel allowances from their unit to their residence.
Specifically,
One-Time Demobilization Allowance
For each year of service in the Army (full 12 months), the allowance is equivalent to 02 months of the statutory pay rate:
In cases of partial months, the calculation is as follows:
- Less than 01 month: No demobilization allowance.- From 01 month to 06 months: Allowance equivalent to 01 month of the statutory pay rate.- From more than 06 months up to 12 months: Allowance equivalent to 02 months of the statutory pay rate.
The current statutory pay rate is 1,800,000 VND/month. Therefore, a soldier serving for 02 years (24 months) upon demobilization will receive a one-time demobilization allowance calculated as follows: 2 x 2 x 1,800,000 = 7,200,000 VND.
Hence, the soldier receives 2 x 2 x 1,800,000 = 7,200,000 VND.
Job Creation Allowance
According to Clause 3, Article 7 of Decree 27/2016/ND-CP, non-commissioned officers and soldiers who have completed their military service upon demobilization shall receive a job creation allowance equivalent to 06 months of the statutory pay rate at the time of demobilization.
Therefore, non-commissioned officers and soldiers shall receive 1,800,000 x 6 = 10,800,000 VND.

- Non-commissioned officers and soldiers serving for a full period of 30 months shall receive an additional allowance equivalent to 02 months of their current rank allowance.- In cases of demobilization before the completion of 30 months, the period of service from the 25th to under 30 months shall receive an additional allowance equivalent to 01 month of their current rank allowance.- In addition to the aforementioned allowances, non-commissioned officers and soldiers upon demobilization shall be given a farewell organized by their direct managing unit before leaving the service with an expense of 50,000 VND/person. They shall also be accompanied and transported back to their residence as stipulated or be provided with travel expenses (regular class) and travel allowances from their unit to their residence.
Citizens participating in military service shall receive allowances and subsidies as stipulated by law. It is evident that some of the allowances and subsidies for individuals participating in military service today are determined based on the statutory pay rate.
In Resolution 27-NQ/TW of 2018, it has been mentioned that the statutory pay rate will be abolished during the wage reform. Therefore, it is possible that when wage reform is implemented, the policies on allowances and subsidies for individuals participating in military service, which are currently based on the statutory pay rate, will undergo changes.

What is the timeframe for the health examination for military service in 2024?
According to Article 40 of Law on Military Service 2015, the health examination for citizens called to enlist and fulfill their obligation to join the People's Public Security is regulated.
Health Examination for Citizens Called to Enlist and Fulfill Their Obligation to Join the People's Public Security
1. The Chairman of the District People's Committee decides to establish the Health Examination Council upon the proposal of the same level Medical Department.
2. The Chief Commander of the District Military Command issues an order to call for a health examination for citizens within the enlistment call; the Head of the District Public Security issues an order to call for a health examination for citizens within the obligation call to join the People's Public Security. The order to call for a health examination must be delivered to the citizens at least 15 days before the health examination.
3. The District Health Examination Council organizes health examinations for citizens within the enlistment call and the obligation call to join the People's Public Security; if necessary, decide on performing para-clinical tests, including drug and HIV tests; ensure accuracy and be responsible for the results of the military service health examination.
4. The health examination time is from November 1st to December 31st every year. The health examination time for calling citizens to enlist and fulfill their obligation to join the People's Public Security the second time, as per the stipulation in Article 33 of this Law, shall be decided by the Prime Minister of the Government of Vietnam.
5. The health classification results must be publicly listed at the headquarters of the Commune People's Committee, agencies, and organizations for a period of 20 days.
The health examination time is from November 1, 2023, to December 31, 2023. The health examination time for calling citizens to enlist and fulfill their obligation to join the People's Public Security the second time, as per Article 33 of the Law on Military Service 2015, shall be decided by the Prime Minister of the Government of Vietnam.
What policies do citizens enjoy during the registration for military service?
According to Article 49 of Law on Military Service 2015, the policies for citizens during the registration for military service are specified:
- Citizens working at agencies or organizations during the time of registering for military service, health examination, or health check for military service shall receive their full salary, travel expenses, and current allowances.- Citizens registering for military service and undergoing health examination or health check shall be provided with accommodation, meals, and travel expenses to and from the registration and examination locations.
