Based on Clause 2, Article 38 of the 2022 Inspection Law, the regulations are as follows:

2. The grades of inspectors include inspectors, principal inspectors, and senior inspectors.
The inspector grade includes inspectors and principal inspectors.
Therefore, the responsibilities of principal inspectors are similar to those of inspectors as stated in Article 2 of Decree 97/2011/ND-CP as follows:
Responsibilities of Inspectors and Inspection Collaborators
1. Inspectors must act as role models in adhering to the law, continuously strive to meet the required standards; maintain a healthy lifestyle and respect public norms; have the responsibility to learn and research to improve their professional inspection skills.
2. During the inspection process, inspectors and inspection collaborators must carry out tasks as assigned by the Head of the inspection team; comply with legal regulations and be responsible before the law for the tasks assigned; inspectors must also be accountable to the one who issues the inspection decision and the head of the directly managing agency for the performance of the assigned duties.
Thus, in inspection activities, inspectors have the above two responsibilities.

What Are the Legal Regulations Concerning the Duties of Principal Inspectors?
Based on Clause 1, Article 7 of Decree 97/2011/ND-CP regarding Inspectors and Inspection Collaborators, the regulations are as follows:
Standards of Principal Inspector Grade
1. Duties:
Principal inspectors are professional specialists of state inspection agencies, executing inspection decisions and other duties of state inspection agencies. Principal inspectors are assigned to lead or participate in inspecting widely scoped cases with complex details involving multiple fields; when conducting inspections, they must comply with the law and be responsible before the law and the head of the directly managing agency for the tasks assigned.
Based on the above regulation, principal inspectors have the following duties:
- Execute inspection decisions and other duties of the state inspection agency;- Lead or participate in inspecting cases with a broad scope, complex details, involving multiple fields;- When conducting inspections, they must comply with the law and be responsible before the law and the head of the directly managing agency for the tasks assigned.
What Are the Standards for Appointing Principal Inspectors?
According to Article 40 of the 2022 Inspection Law the standards for appointing principal inspectors are as follows:
Standards for Appointment to Principal Inspector Grade
1. Meet the standards stipulated in Article 39 of this Law.
2. Hold a principal inspector's professional training certificate and other certifications as required by the law on officials and public employees.
3. Have held the inspector grade or an equivalent grade for at least 9 years.
4. Pass the exam for promotion to the principal inspector grade or be considered for promotion from inspector to principal inspector as per the law on officials and public employees.
In combination with Article 39 of the 2022 Inspection Law, the standards for appointing principal inspectors include:
- Being an official, an officer in the People’s Army, an officer in the People’s Public Security, or a person engaged in cipher activities, except where the Government of Vietnam prescribes otherwise for inspectors of inspection agencies established under law or international treaties to which the Socialist Republic of Vietnam is a party or as stipulated in Clause 3, Article 9 of the 2022 Inspection Law;- Be loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; have good moral qualities; possess a sense of responsibility, integrity, honesty, impartiality, and objectivity;- Have a university degree or higher, possess knowledge of state management, and understand the law; for inspectors in specialized fields, also have professional knowledge in those fields;- Hold an inspector’s professional training certificate and other certifications as required by the law on officials and public employees;- Have at least 2 years of inspection experience not counting the probation period, or at least 5 years of experience in the service of officials and public employees, officers in the People’s Army, officers in the People’s Public Security, or cipher workers transferred from other agencies, organizations, or units to an inspection agency;- Hold a principal inspector’s professional training certificate and other certifications as required by the law on officials and public employees;- Have held the inspector grade or an equivalent grade for at least 9 years;- Pass the exam for promotion to the principal inspector grade or be considered for promotion from inspector to principal inspector as per the law on officials and public employees.
Thus, to be appointed to the principal inspector grade, one must meet all the above criteria.
From July 1, 2023, the 2022 Inspection Law will officially take effect.
