According to the provisions of Clause 2, Article 8 of Decree 97/2011/ND-CP, the responsibilities and duties of senior inspectors are stipulated as follows:

Responsibilities:

Senior inspectors are specialized officials of the Government Inspectorate of Vietnam, ministerial inspectorates, agencies equivalent to ministries, provincial inspectorates, and centrally affiliated cities. They carry out inspection decisions and other tasks assigned by the state inspectorate.

Senior inspectors are directly assigned to lead the inspection of large-scale, highly complex cases involving multiple sectors and fields. During inspections, they must adhere to the law and be accountable before the law and the heads of their direct managing agency for the tasks assigned.

Duties:

- Leading the development plan and organizing the implementation of assigned inspection cases, complaint resolution, denunciations, and anti-corruption measures;

- Directly implement or organize the cooperation with relevant agencies and units to collect evidence and documents related to the assigned inspection cases, complaint resolution, denunciations, and anti-corruption measures;

- Preparing inspection reports, drawing conclusions from inspections, clarifying each inspected content, identifying the nature and extent of violations, causes, and responsibilities; recommending solutions to rectify managerial activities in relevant sectors, fields, or localities;

- Leading or participating in summarizing and evaluating complex and large-scale inspections, wide-area inspections as assigned;

- Leading and participating in developing inspection procedures, resolving complaints, denunciations, and anti-corruption measures; providing professional training for inspectors and chief inspectors;

- During inspections, perform duties and powers as prescribed in Article 47 of the Inspection Law 2022 and Article 54 of the Inspection Law 2022;

- Perform other tasks assigned by the head of the state inspectorate.

How Many Years of Inspection Work are Required to be Appointed as a Senior Inspector?

Based on Article 41 of the Inspection Law 2022, the standards for appointment to the rank of senior inspector are defined as follows:

1. Meet the standards specified in Article 39 of this Law.

2. Hold a certificate of senior inspector training and other certificates as required by the law on officials and public employees.

3. Have held the rank of chief inspector or equivalent for at least 06 years.

4. Pass the rank promotion exam or be considered for rank promotion from chief inspector to senior inspector or be considered for rank transfer according to the law on officials and public employees.

According to Clause 3, Article 41 of the Inspection Law 2022, to be appointed to the rank of senior inspector, one must have held the rank of chief inspector for at least 06 years.

Regarding the rank of chief inspector, Clause 3, Article 40 of the Inspection Law 2022 states:

The standard period for appointment to the rank of inspector is specified in Clause 5, Article 39 of the Inspection Law 2022 as follows:

Have at least 02 years of inspection work not including internship or have at least 05 years of work experience for officials and public employees, officers of the Vietnam People's Army, officers of the Vietnam People's Public Security, and individuals working in other agencies, organizations, or units transferring to the inspectorate.

Combining the above details, the time required for appointment to the rank of senior inspector is calculated as follows:

02 years (inspection work) + 09 years (holding the rank of inspector) + 06 years (holding the rank of chief inspector) = 17 years.

Thus, a person wishing to become a senior inspector needs at least 17 years of inspection work.

Who Appoints Senior Inspectors?

According to the provisions specified in Clause 2, Article 11 of Decree 97/2011/ND-CP, the authority to appoint senior inspectors is as follows:

2. The Minister of Home Affairs considers and appoints officials to the rank of senior inspector; the Minister of Public Security, the Minister of National Defense considers and appoints officers of the People's Public Security and officers of the People's Army to the rank of senior inspector.

The appointment decision of senior inspectors belonging to ministerial inspectorates, agencies equivalent to ministries, provincial inspectorates, and centrally affiliated cities must be sent to the Government Inspectorate of Vietnam for monitoring and summarizing.

Therefore, the appointment of senior inspectors is stipulated as follows:

- For officials: The Minister of Home Affairs considers and appoints;

- For officers of the People's Army and People's Public Security: The Minister of Public Security and the Minister of National Defense consider and appoint.
