Pursuant to the provisions of subsection 18, Section B, Part I, Administrative procedures promulgated together with Decision No. 528/QD-BTP in 2023, guiding the latest application for birth registration for the person who has the personal documents and records in 2023 including:
- Birth registration declaration form (if the requester chooses to submit the application online);
- An interactive electronic form for birth registration (by the requester providing information according to the instructions on the Public Service Portal if the requester chooses to submit the application in the online form).
- Persons requesting birth registration shall submit/present (in person) or upload (online form) the following documents:
* Documents to be submitted:
- The applicant's written commitment that the birth has not been registered.
- A copy of all dossiers and papers of the requester or other dossiers, papers and documents containing information related to birth registration, including: People's identity card, Citizen's identity card or Passport; proof of residence; Diplomas, Certificates, Certificates, Academic Records, Academic Records issued or certified by a competent authority; other papers with information about the individual's surname, middle name, first name, date, month and year of birth.
The applicant for birth registration is responsible for submitting all copies of the above-mentioned papers (if any) and must ensure that they have submitted all the papers they have; responsible for the consequences of making false promises.
- In case the applicant for birth registration is a cadre, civil servant, public employee or a person working in the armed forces, there must be a written certification from the head of the agency or unit about the contents of the person's birth registration including surname, middle name, first name; sex; date of birth; nation; nationality; home town; parent-child, mother-child relationships are consistent with the records managed by the agency or unit.
- Power of attorney as prescribed by law in case of authorization to carry out birth registration. In case the authorized person is a grandfather, grandmother, father, mother, child, wife, husband, brother, sister or younger brother of the authorizing person, the power of attorney is not required to be authenticated.
* Documents to be presented:
- Passport or People's Identity Card or Citizen's Identity Card or other papers with photos and personal information issued by a competent authority, valid for use to prove the identity of the requester. In case the personal information in these documents is already in the national database on population, the electronic civil status database, which is automatically filled in by the system, it is not required to upload it (in the online form);
- Valuable papers to prove information about residence in case the civil status registration agency cannot extract information about the citizen's place of residence.
In case the information on documents proving residence has been extracted from the National Population Database by these methods, the requester is not required to present (in direct form) or download up (in online form).
In case the application is sent via the postal system, it must be enclosed with certified copies of the documents to be presented above.

How to guide the latest procedures for birth registration in Vietnam for people who have the personal documents and records in 2023?
Pursuant to the provisions of subsection 18, Section B, Part I, administrative procedures promulgated together with Decision No. 528/QD-BTP in 2023 guiding the procedures for birth registration for those who have new personal documents and papers 2023 as follows:
Step 1: Submit the application
Direct application form:
Persons who request birth registration shall submit birth registration dossiers at the one-stop section of competent commune-level People's Committees; pay fees if they are required to pay birth registration fees; pay the fee for issuance of a copy of the birth certificate if a copy of the birth certificate is requested.
Online application form:
Persons who require birth registration can access the National Public Service Portal or the Provincial Public Service Portal, register an account (if they do not have an account), authenticate users according to the instructions, log in to the system, properly identify the competent commune-level People's Committee.
Persons requesting online birth registration shall provide information in an interactive electronic form for birth registration (provided on the Public Service Portal), attaching copies or electronic copies of papers and documents according to the law; pay fees and charges through the online payment function or by other methods as prescribed by law, complete the application.
Step 2: The dossier-receiving officer at the One-Stop-Shop is responsible for checking the accuracy, completeness, consistency and validity of the dossier.
(1) In case the application is complete and valid, receive the application, have an appointment slip, return the results to the requester or immediately send the appointment slip, return the results by email or send an appointment message to return the results via mobile phone to the requester and at the same time transfer the dossier to civil status civil servants for processing.
After receiving the dossiers in the form of direct submission, the dossier-receiving officers at the single-window section will digitize and digitally sign the documents and administrative procedures dossiers that have been digitized according to regulations.
(2) In case the dossier is incomplete or invalid, a notice shall be sent to the requester for supplementation or completion of the dossier, clearly stating the types of papers and contents to be supplemented so that the requester can supplement and complete the dossier.
(3) In case the person requesting birth registration cannot supplement or complete the application, report it to the head of the one-stop shop with a notice of refusal to handle the birth registration request.
Step 3: The judicial officer - civil status verifies the file
- In case the dossier needs to be supplemented, completed or is not eligible for settlement and must be rejected, a notice of the status of the application shall be sent to the Application-Receiving Department to notify the applicant.
- In case it is necessary to check, verify, clarify or due to other reasons, the result cannot be returned on time, the civil status officer shall make an apology slip and reschedule the result return date, in which: clearly state the reason for the delay in returning the results and the appointment time to return the results, transfer the single-window section to pay the requester, or send the Apology and reschedule the result date by email or send a message via cell phones for those who have requests
In case the birth registration requester's papers do not contain information proving the father, mother and child relationship, the civil status registration agency shall make a written request to the competent police agency for verification.
In case the police agency replies that there is no information, the civil status registration agency for the birth registration requester shall make a written commitment about the information of the father and mother and determine the birth registration contents according to the written commitment.
- After receiving the verification results or after 20 days from the date of sending the written request for verification without receiving a written reply, if the dossier is found to be complete, valid and in accordance with regulations, the case When receiving the application for birth registration in the direct form, the judicial - civil status officer shall record it in the birth registration book, update the birth registration information and officially save it on the registration software, management of shared electronic civil status.
In case of receiving the application for birth registration in the online form, the judicial - civil status officer shall return the electronic birth certificate form with complete information to the requester via email or digital device.
Step 4: The requester is responsible for checking the accuracy and completeness of the information on the electronic birth certificate form and certifying it (maximum one day).
If the person requesting confirmation of the agreed and complete information or has no response after the request time limit, the judicial - civil status officer shall record the contents in the birth registration book and update birth registration information and officially save it on the shared electronic civil status management and registration software.
Step 5: The judicial officer - civil status prints the Birth Certificate, submits it to the Leader of the People's Committee for signature, and sends it to the single-window section to return the results to the requester.
Step 6: The person requesting birth registration checks the information on the birth certificate, in the birth registration book and signs in the birth registration book, and receives the birth certificate.
