Components of the Application Dossier for Registering Services to Send Vietnamese Workers Abroad as Domestic Helpers
Based on the regulations in Subsection 2, Section 1 of the Administrative Procedures promulgated with Decision 1511/QD-LDTBXH in 2023, the components and quantity of the application dossier for registering services to send Vietnamese workers abroad as domestic helpers are as follows:
Components of the Dossier:
- Proposal document;- 01 copy of foreign language certificates; 01 copy of documents proving work experience (employment contract, document terminating the employment contract, or records of social insurance participation or experience certificates from previous workplaces) of the professional staff.
- Quantity of Dossier: 01 (one) set.

Requirements and Conditions for Registering Services to Send Vietnamese Workers Abroad as Domestic Helpers
Based on the regulations in Subsection 2, Section 1 of the Administrative Procedures promulgated with Decision 1511/QD-LDTBXH in 2023, the requirements and conditions for registering services to send Vietnamese workers abroad as domestic helpers are as follows:
Service enterprises must maintain the following conditions:
- Have a charter capital of at least 05 billion VND; have owners, all members, and shareholders who are domestic investors according to the Investment Law;- Have deposited according to regulations;- Have a legal representative:
+ Is a Vietnamese citizen, with at least a university degree, and has at least 05 years of experience in the field of sending Vietnamese workers abroad under contracts or employment services; not under criminal prosecution;
+ No criminal record for offenses against national security, offenses against life, health, dignity, honor of people, fraud to appropriate property, trust abuse to appropriate property, false advertising, deceiving customers, organizing or brokering illegal exits, entries or stays in Vietnam, organizing or brokering illegal emigration, or compelling others to emigrate or stay abroad illegally;
- Have sufficient professional staff to perform the contents stipulated in Article 9 of the Law on Vietnamese Workers Abroad under Contract 2020;- Have physical facilities of the enterprise or rented facilities to meet the requirements for pre-departure orientation education for Vietnamese workers going abroad under contracts;- Have an electronic information resource.
Additionally, satisfy the following conditions:
- Currently performing contracts to supply Vietnamese labor to the receiving country.- Have sufficient professional staff to perform activities and meet the following standards:
+ Have at least 01 professional staff responsible for seeking, developing the foreign labor market with suitable foreign language skills for the labor receiving country and at least 01 year of experience in sending Vietnamese workers abroad to the receiving country;
+ Have at least 01 professional staff stationed abroad to manage workers, possess appropriate foreign language skills for the labor receiving country, and have at least 01 year of experience in sending Vietnamese workers abroad to the receiving country;
+ Have at least 01 professional staff responsible for pre-departure orientation education with at least 01 year of experience in sending Vietnamese workers abroad to the receiving country.
- Ensure that workers already have experience as domestic helpers abroad or have knowledge of domestic work and foreign language proficiency that meets the requirements of the overseas employer based on the guidance of the Minister of Labor, War Invalids, and Social Affairs.
Procedure for Registering Services to Send Vietnamese Workers Abroad as Domestic Helpers
Based on the regulations in Subsection 2, Section 1 of the Administrative Procedures promulgated with Decision 1511/QD-LDTBXH in 2021, the procedure for registering services to send Vietnamese workers abroad as domestic helpers is as follows:
Steps to Follow
- Step 1: The service enterprise submits 01 set of the dossier directly or via postal service to the Ministry of Labor - Invalids, and Social Affairs or online at the Electronic Information Portal (www.dolab.gov.vn);
- Step 2: Within 05 working days from the date of receiving the complete dossier as per regulations, the Ministry of Labor - Invalids, and Social Affairs issues a written approval allowing the enterprise to participate in the service of sending Vietnamese workers abroad as domestic helpers. If not approved, the Ministry of Labor - Invalids, and Social Affairs responds in writing and states the reasons.
- Method of Submission: Directly, via postal service, or online.
