What does the application of learners include?
Pursuant to Article 9 of Circular 12/2017/TT-BGTVT (supplemented by Clause 2, Article 2 of Circular 01/2021/TT-BGTVT) stipulating that the application of learners, including:
Learners that apply for the first license shall submit 01 application directly at the training institution, which consists of:
- Application for learning, test and issuance of driving license according to form prescribed in Appendix 7 enclosed with Circular 12/2017/TT-BGTVT;
- The copy of people’s identity card, citizen’s identity card or unexpired passport for Vietnamese citizens; copy of unexpired passport for overseas Vietnamese;
- The copy of passport valid for more than 06 months and temporary residence card/permanent residence card/diplomatic identity card/official identity card for foreigners;
- Health certificates issued by competent medical facilities as prescribed.
Every applicant for the first license shall submit 01 application directly at the training institution, which consists of:
- Documents as prescribed in Clause 1 Article 9 of Circular 12/2017/TT-BGTVT;
- Written declaration of the time of practicing as a driver and number of kilometers of safe driving according to forms prescribed in Appendix 8 enclosed with Circular 12/2017/TT-BGTVT;
- Copy of degree of lower secondary education and over for learners who wish to upgrade licenses to D, E classes (original is required when taking the test);
- Copy of driving licenses (original is required when taking the test).
Learners shall have their photos taken at training institutions and kept in driving license database.
Ethnic minorities who cannot read or write Vietnamese learn to drive class A1 motorbikes, make 01 set of documents and submit them directly at the training institution. The application includes:
- Documents specified in Clause 1, Article 9 of Circular 12/2017/TT-BGTVT;
- A certificate of the People's Committee of the commune, ward or township where he/she resides, certifying that he is an ethnic minority who cannot read and write Vietnamese using the form specified in Appendix 24 to this Circular 12/2017/TT-BGTVT (the certificate is valid for 01 year from the date of signing the certification; individuals sign or press fingerprint to the certificate.)

When is the inspection of the training, testing, and issuance of driving licenses in Vietnam?
According to the decision of the Ministry of Transport, it will inspect the training, testing and issuance of driving licenses in 63 provinces and cities in Vietnam.
The plan signed by Deputy Minister of Transport Le Dinh Tho said that the inspection and examination aims to detect inadequacies in training, testing and issuance of driving licenses. From there, amend, supplement or recommend competent authorities to take remedial measures and improve institutions to improve the effectiveness and efficiency of state management, improve quality and prevent negative effects in training, testing, and issuance of driving licenses in Vietnam.
The Ministry of Transport has set up 3 inspectorates to inspect the training, testing and issuance of driving licenses of the Departments of Transport. This inspection is required by the Ministry of Transport to be completed before April 15, 2023.
Inspectorate No. 1, chaired by the Inspectorate of the Ministry, in coordination with the Department of Transport, the Department of Roads of Vietnam, the Information Technology Center will inspect in provinces and cities such as: Hanoi, Hoa Binh, Hai Duong , Quang Ninh, Son La, Dien Bien, Lai Chau, Kon Tum, Gia Lai, Dak Lak, Dak Nong, Binh Phuoc, Lam Dong, Khanh Hoa, Binh Dinh, Phu Yen.
Inspectorate No. 2, chaired by the Department of Transport, in collaboration with the Inspectorate of the Ministry, the Vietnam Road Administration and the Information Technology Center, conducted inspections in provinces and cities such as Hai Phong, Lao Cai, Yen. Bai, Ha Nam, Nam Dinh, Thai Binh, Ninh Binh, Thanh Hoa, Da Nang, Quang Nam, Quang Ngai, Vinh Long, Can Tho, Hau Giang, Ben Tre, Tra Vinh.
Inspectorate No. 3, chaired by the Vietnam Road Administration, conducts inspections in provinces and cities such as: Ho Chi Minh City, Bac Ninh, Bac Giang, Lang Son, Vinh Phuc, Phu Tho, Hung Yen, Thai Nguyen , Bac Kan, Cao Bang, Tuyen Quang, Ha Giang, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Ba Ria - Vung Tau, Binh Thuan, Ninh Thuan, Dong Nai, Binh Duong, Tay Ninh, Long An, Tien Giang, Dong Thap, An Giang, Kien Giang, Soc Trang, Bac Lieu, Ca Mau.
How must driver training institutions in Vietnam make reports on registration for driving tests?
Pursuant to Clause 15, Article 5 of Circular 12/2017/TT-BGTVT stipulating reports on registration for driving tests of driver training institutions in Vietnam as follows:
- A1, A2 class training: training institutions should make reports on registration for driving tests according to forms as prescribed in Appendix 2 enclosed with Circular 12/2017/TT-BGTVT; the reports must be affixed with the training institution’s stamp on adjoining edges of pages;
- A3, A4, B1, B2, C, D, E and F class training: training institutions should make reports on registration for driving tests, lists of learners (report 1), lists of driving licenses requested for verification (in case of upgrading of driving license classes), training plan according to forms as prescribed in Appendices 3a, 3b, 3c and 4 enclosed with Circular 12/2017/TT-BGTVT to testing administration authorities; reports must be affixed with the institution's stamp on adjoining edges of pages;
- Report 1 shall be sent by post and transmitted through driving license information system to Directorate for Roads of Vietnam or the Department of Transport at least 04 working days prior to testing period for A1, A2 classes, after opening day for A3, A4 classes, no more than 07 days after opening day for B1, B2, D, E, F classes and no more than 15 days after opening day for C class; Head of testing administration board shall inspect and sign her/his name on each page.
