Pursuant to Clause 1, Clause 2, Clause 3, Clause 4, Article 38 of the Law on cinematography 2022, stipulates as follows:
“Article 38. Film festivals, film awards, film contests, film programs and film weeks in Vietnam
1. Central state agencies, political organizations, socio-political-professional organizations, and provincial-level People's Committees may organize film festivals, specialized and thematic film festivals, film awards, film contests, film programs and film weeks in Vietnam according to the following regulations:
a) Heads of agencies or organizations responsible for organizing film festivals, specialized and thematic film festivals, film awards, film contests, film programs and film weeks;
b) Films participating in film festivals, specialized and specialized film festivals, film awards, film contests, film programs and film weeks must be granted a Film Classification License or a Broadcasting Decision;
c) Notify the Ministry of Culture, Sports and Tourism of the implementation plan at least 05 working days before the organization date and the implementation result no later than 05 working days after the end of the film festival, specialized film festivals, thematic, film awards, film competitions, film programs and film weeks.
2. Vietnamese agencies and organizations that are not central state agencies, political organizations, socio-political-professional organizations, and provincial-level People's Committees may organize film festivals and festivals. specialized films, thematic films, film awards, film contests, film programs and film weeks in Vietnam when the conditions prescribed by the Government are satisfied and the provisions of Clause 1 of this Article are complied with.
3. a) Agencies or organizations submit 01 set of dossiers via the National Public Service Portal or by post or directly to the Ministry of Culture, Sports and Tourism;
b) Within 15 days from the date of receipt of complete and valid dossiers, the Ministry of Culture and Sports shall grant a license; In case of refusal to grant a license, a written reply must be given clearly stating the reason.
If the application has to be adjusted or supplemented with information at the request of the Ministry of Culture, Sports and Tourism, within 10 days from the date of receipt of the dossier, the content has been adjusted or fully supplemented. information, the Ministry of Culture, Sports and Tourism shall issue licenses.”
