Based on Article 112 of the Labor Code 2019 which stipulates the public holidays in Vietnam as follows:
Public holidays
1. Employees are entitled to leave with full pay on the following holidays:
a) Gregorian New Year: 1 day (January 1 of the Gregorian calendar);
b) Lunar New Year: 5 days;
c) Victory Day: 1 day (April 30 of the Gregorian calendar);
d) International Labour Day: 1 day (May 1 of the Gregorian calendar);
dd) National Day: 2 days (September 2 of the Gregorian calendar and 1 day immediately before or after);
e) Hung Kings Commemoration Day: 1 day (March 10 of the lunar calendar).
2. Foreign workers working in Vietnam, in addition to the holidays provided for in Clause 1 of this Article, are also entitled to 1 traditional holiday and 1 national day of their country.
3. Annually, based on actual conditions, the Prime Minister will decide specific holidays stipulated at Point b and Point e of Clause 1 of this Article.

b) The time for fireworks display is at Lunar New Year's Eve.
2. Hung Kings Commemoration Day
a) Phu Tho Province can have low altitude fireworks displays, not exceeding 15 minutes, at the Hung King Temple;
b) The time for fireworks display is at 9:00 PM on March 9 of the lunar calendar.
3. National Day
a) Centrally governed cities and Thua Thien Hue Province can have high and low altitude fireworks displays, not exceeding 15 minutes; other provinces can have low altitude fireworks displays, not exceeding 15 minutes;
b) The time for fireworks display is at 9:00 PM on September 2.
4. Dien Bien Phu Victory Day
a) Dien Bien Province can have low altitude fireworks displays, not exceeding 15 minutes, at Dien Bien Phu City;
b) The time for fireworks display is at 9:00 PM on May 7.
5. Victory Day (April 30 of the Gregorian calendar)
a) Hanoi and Ho Chi Minh City can have high and low altitude fireworks displays, not exceeding 15 minutes;
b) The time for fireworks display is at 9:00 PM on April 30.
6. Anniversaries of liberation and establishment of provinces and centrally governed cities
a) Centrally governed cities and Thua Thien Hue Province can have high and low altitude fireworks displays, not exceeding 15 minutes; other provinces can have low altitude fireworks displays, not exceeding 15 minutes;
b) The time for fireworks display is at 9:00 PM on the liberation or establishment day of the provinces and centrally governed cities.
7. National and international cultural, tourism, and sports events.
8. Other cases decided by the Ministry of Culture, Sports, and Tourism after having written agreement with the Ministry of Public Security and the Ministry of National Defense.
Thus, the 15th day of the 8th lunar month is not a holiday for which fireworks displays are organized.
