Temporary Vehicle Registration at District Police: In Which Cases?
Pursuant to the regulations in Part B, Section 5 of Administrative Procedures issued together with Decision 6640/QD-BCA 2023, it is clearly stated that cases for temporary vehicle registration include:
- Exported, imported, or assembled vehicles circulated from the factory to the warehouse port or from the warehouse port, factory, dealership to the registration place or to other dealerships, storage locations.
- Automobiles undergoing procedures for withdrawal to re-export to another country or transfer ownership.
- Automobiles operating within restricted areas (vehicles not participating in road traffic).
- Vehicles registered abroad and permitted by the competent authority, including right-hand drive automobiles entering Vietnam for transit, temporary import, temporary export, participation in conferences, fairs, exhibitions, sports, and tourism activities, except for cases where the vehicle is not required to have a temporary plate as per international treaties to which Vietnam is a member.
- Temporarily imported, temporarily exported vehicles, or vehicles assembled in Vietnam for testing on public roads.
- Vehicles serving conferences organized by the Communist Party and the State.

Pursuant to the regulations in Part B, Section 5 of Administrative Procedures issued together with Decision 6640/QD-BCA 2023, the temporary vehicle registration dossier at the District Police includes:
- Dossier components:
+ Vehicle registration declaration
+ Vehicle owner's documents.
+ Vehicle documents, including one of the following:
++ Electronic data or a copy of vehicle origin documents as per regulation at Clause 1, Article 11 of Circular 24/2023/TT-BCA, or copy of invoice or delivery note (in cases regulated at Clause 1, Article 19 of Circular 24/2023/TT-BCA);++ Presenting the vehicle registration certificate; if the vehicle has not been registered, it must have origin documents as regulated at Clause 1, Article 11 of this Circular (in cases regulated at Clause 3, Article 19 of Circular 24/2023/TT-BCA);++ Traffic participation permit document from the competent authority, along with a list of vehicles and a photocopy of the vehicle registration from the host country (in cases regulated at Clause 4, Article 19 of Circular 24/2023/TT-BCA);++ Quality assurance document for technical safety and environmental protection, allowing test runs on public roads from the Vietnam Register (in cases regulated at Clause 5, Article 19 of Circular 24/2023/TT-BCA);++ Approval document from the competent authority for the temporary vehicle registration request, along with a vehicle list (in cases regulated at Clause 6, Article 19 of Circular 24/2023/TT-BCA).
+ In cases where the vehicle owner undergoes procedures for withdrawal to re-export to another country or transfer ownership, a temporary vehicle registration shall be issued alongside the withdrawal dossier (if the vehicle owner requests) without needing a temporary vehicle registration dossier.

What are the Latest Procedures for Temporary Vehicle Registration at the District Police?
Pursuant to the regulations in Part B, Section 5 of Administrative Procedures issued together with Decision 6640/QD-BCA 2023, the procedures for temporary vehicle registration at the District Police are as follows:
Full online public service implementation for cases where vehicles are exported, imported, assembled, and circulated from the factory to the warehouse port or from the warehouse port, factory, dealership to the registration place or to other dealerships, storage locations.
Step 1: The vehicle owner declares the vehicle registration declaration and attaches a photo of the sales invoice or delivery note on the Public Service Portal for imported or domestically assembled vehicles circulated from the warehouse, port, factory, dealership to the registration place or to other dealerships, storage locations;
Step 2: After checking the valid dossier, the vehicle registration authority notifies the vehicle owner to pay the fee as prescribed; the owner receives the verification results and prints the temporary vehicle registration certificate on the Public Service Portal.
Partial online public service implementation
Step 1: The vehicle owner declares the vehicle registration declaration on the Public Service Portal; provides the online registration dossier code and submits the temporary vehicle registration documents as prescribed.
Step 2: After receiving and checking the valid dossier, the vehicle registration authority collects the fee and issues the temporary vehicle registration certificate and temporary license plate to the vehicle owner as prescribed.
- Method of implementation:
+ At the Traffic Police Department;
Time: From Monday to Saturday.
+ Submit the vehicle registration declaration on the National Public Service Portal or the Ministry of Public Security's Public Service Portal or at the Traffic Police Department.
- Resolution time:
+ Issue a temporary vehicle registration certificate (full online public service implementation): Within 08 working hours from the time of receiving a complete valid dossier on the Public Service Portal.
+ Issue a temporary vehicle registration certificate and a temporary license plate (partial online public service implementation): 01 working day from the time of receiving a complete valid dossier.
+ The time for issuing the registration certificate as prescribed is calculated from the date of receiving a complete valid dossier, and the vehicle registration and management system has received the verification results of fee payment completion from the Public Service Portal.
