What does the Dossier for Request of Temporary Airport Registration Certificate Include?
Pursuant to Decision 1204/QD-BGTVT in 2022 on the publication of administrative procedures revised and supplemented in the field of aviation under the management functions of the Ministry of Transport.
According to Section 27.3 Sub-Section 27 Part A Section II of the Administrative Procedures issued together with Decision 1204/QD-BGTVT in 2022, when carrying out the procedure to request a Temporary Airport Registration Certificate, the owner or organization assigned to manage the airport shall prepare a dossier including:
- An application for the airport registration certificate;
- A copy of the decision on establishment or a copy of the enterprise registration certificate of the owner or the organization assigned to manage the airport; a copy of the identity card or a copy of the citizen identification card or a copy of the passport of the individual airport owner.
- A copy of the investment approval decision or the airport investment decision in case of new construction, renovation, upgrading, or expansion of the airport.
The above-mentioned dossier shall be prepared in 01 set and sent to the competent authority to carry out the procedures.

How is the Temporary Airport Registration Certificate Issued According to the Procedures?
According to Sub-Section 27 Part A Section II of the Administrative Procedures issued together with Decision 1204/QD-BGTVT in 2022, the Temporary Airport Registration Certificate is issued according to the following procedures:

In case the airport is under construction, the owner or the organization assigned to manage the airport submits 01 set of the dossier requesting the issuance of a temporary airport registration certificate directly or by mail or electronically or by other appropriate forms to the Vietnam Aviation Administration.
Step 2: Administrative procedure resolution:
- Within 10 days from the date of receipt of the valid dossier as prescribed, the Vietnam Aviation Administration is responsible for appraising the dossier, including the following contents:
+ The airport is constructed in accordance with the approved master plan for the development of the national airport system;
+ The airport’s infrastructure is constructed and technically accepted in accordance with the prescribed technical standards and operational capacity;
+ The construction plan for the airport infrastructure conforms to the prescribed technical standards for temporary airport registration under construction and operational capacity.
- Within 03 working days from the date of appraisal, the Vietnam Aviation Administration registers the airport in the Airport Register and issues the temporary airport registration certificate or notifies in writing the reason for refusing to issue the registration certificate. || 2 | Method of Implementation | - Submit directly; or

What is the Processing Time for the Procedure to Issue the Temporary Airport Registration Certificate?
According to Section 27.4 Sub-Section 27 Part A Section II of the Administrative Procedures issued together with Decision 1204/QD-BGTVT in 2022, the processing time for the procedure to issue a Temporary Airport Registration Certificate is as follows:
- Within 10 days from the date of receipt of the valid dossier as prescribed, the Vietnam Aviation Administration is responsible for appraising the dossier.
- Within 03 working days from the date of appraisal, the Vietnam Aviation Administration registers the airport in the Airport Register and issues the airport registration certificate or notifies in writing the reason for refusing to issue the registration certificate.
