In Article 16 of the National Excellent Student Competition Regulation issued together with Circular 56/2011/TT-BGDDT, amended by Clause 2, Article 1 Circular 02/2023/TT-BGDDT, there are regulations on the number of candidates for the national excellent student competition as follows:

Number of Candidates

1. National excellent student competition:

a) Each examination unit's team for each subject (excluding Hanoi's examination units) has a maximum of 06 candidates; the team with the maximum number of candidates participating and 80% or more of the candidates winning awards in two consecutive national excellent student competitions will be considered by the Ministry of Education and Training to increase to a maximum of 10 candidates.

b) Each examination unit's team for Hanoi has a maximum of 12 candidates; the team with the maximum number of candidates participating and 80% or more of the candidates winning awards in two consecutive national excellent student competitions will be considered by the Ministry of Education and Training to increase to a maximum of 20 candidates.

In Article 12 of the National Excellent Student Competition Regulation issued together with Circular 17/2023/TT-BGDDT, there are regulations on the number of candidates as follows:

Number of Candidates

1. For the national excellent student competition: Each examination unit can register a maximum of 10 candidates for each subject team (Hanoi and Ho Chi Minh City can register a maximum of 20 candidates for each team).

2. For the Olympic team selection competition: The number of candidates for each subject each year is summoned by the Ministry of Education and Training, ensuring they meet all requirements specified in Clause 2, Article 4 of this Regulation.

Thus, compared to the old regulations, instead of only being able to register 6 candidates, from November 25, 2023, each examination unit's team for the national excellent student competition will be able to register a maximum of 10 candidates for each subject.

How are the forms of the national excellent student competition regulated?

In Article 5 of the National Excellent Student Competition Regulation issued together with Circular 17/2023/TT-BGDDT, there are regulations on the subjects, content, form, and duration of the exam as follows:

Subjects, Content, Form, Duration of the Exam

1. Subjects:

a) For the national excellent student competition, the following subjects are organized: Mathematics, Physics, Chemistry, Biology, Informatics, Literature, History, Geography, and Foreign Languages (English, Russian, French, Chinese). Only subjects with at least 05 examination units registering for the competition will be considered for organization. The adjustment of subjects (if any) will be decided by the Minister of Education and Training;

b) For the Olympic team selection competition, the following subjects are organized: Mathematics, Physics, Chemistry, Biology, Informatics.

2. Exam content: Within the high school education program, the content of subjects taught in specialized schools; for the Olympic team selection competition, the content approaches international and regional Olympics.

3. Form, duration of the exam:

a) National excellent student competition: There are two exam sessions for Mathematics, Physics, Chemistry, Biology, Informatics, and Foreign Languages; one exam session for Literature, History, Geography; the exam duration is 180 minutes. Informatics is tested in the form of programming on computers; other subjects are tested in written form: Foreign Languages have an additional oral exam, candidates have 05 minutes of preparation and 05 minutes for recording;

b) Olympic team selection competition: There are two exam sessions for each subject; for Physics, Chemistry, and Biology, there is an additional practical session; the exam duration for Informatics is 300 minutes per exam, Mathematics is 270 minutes per exam, other subjects are 240 minutes per exam. The exam duration for the practical session for Physics, Chemistry, and Biology is 180 minutes.

Thus, the form of the national excellent student competition:

- 02 exam sessions for Mathematics, Physics, Chemistry, Biology, Informatics, and Foreign Languages;

- 01 exam session for Literature, History, Geography; the exam duration is 180 minutes.

Informatics is tested in the form of programming on computers;

Other subjects are tested in written form: Foreign Languages have an additional oral exam, candidates have 05 minutes of preparation and 05 minutes for recording.

In which cases are national excellent student competition candidates penalized for violating the exam regulations?

In Clause 4, Article 42 of the National Excellent Student Competition Regulation issued together with Circular 17/2023/TT-BGDDT, there are regulations on violations of exam regulations that candidates for the national excellent student competition may face penalties for, including:

(1) Candidates reprimanded during any exam will have 25% of the total points of that exam deducted;

(2) Candidates warned during any exam will have 50% of the total points of that exam deducted;

(3) Exams with discovered markings during grading will have 50% of the total points of that exam deducted;

(4) Zero points (0): Exam replicated from materials brought illegally into the exam room; having two or more written responses for one exam; the exam has writings of more than one person; parts of the exam written on scratch paper, non-conformable exam paper:

(5) Candidates disqualified from any exam will receive 0 (zero) points for that exam and will not be allowed to continue with other exams;

Note: The deduction of exam points stated in cases 3 and 4 is decided by the Chairman of the Grading Council based on the written report of the Grading Team.

Circular 17/2023/TT-BGDDT is effective from November 25, 2023.
