Based on the provisions of Clause 1, Article 6 of Circular 21/2023/TT-BGDDT, the salary for public employees supporting education for persons with disabilities from December 16, 2023, applies the pay scale of public employees of type A0, ranging from a coefficient of 2.10 to a coefficient of 4.89 as stipulated in Table 3 issued in conjunction with Decree 204/2004/ND-CP.

The current statutory pay rate is VND 1,800,000/month (according to Decree 24/2023/ND-CP).

The salary for public employees supporting education for persons with disabilities is calculated as follows:

Hence, the salary for public employees supporting education for persons with disabilities from December 16, 2023, is as follows:

The reassignment of salaries when appointing the professional title of public employees supporting education for persons with disabilities is carried out as follows:

- In the case of public employees who have been appointed to the professional title of public employees supporting education for persons with disabilities with code V.07.06.16 as stipulated in Joint Circular 19/2016/TTLT-BGDDT-BNV and meet the educational standards specified in Point a, Clause 3, Article 3 of Circular 21/2023/TT-BGDDT, they shall be reassigned from the salary coefficient of public employees of type B to the salary coefficient of public employees of type A0 following the salary reassignment principles stipulated in Section II of Circular 02/2007/TT-BNV.

- In the case of those working in positions supporting education for persons with disabilities but holding different official ranks or professional titles of another specialized public employee field, if they meet the standards to be appointed to the professional title of public employees supporting education for persons with disabilities as stipulated in Clause 1, Article 5 of Circular 21/2023/TT-BGDDT, the salary reassignment is carried out as follows:

- For those currently receiving the salary coefficient of an official or public employee of type A0 according to Table 2 (the salary table for professionals and officials in State agencies) or Table 3 (the salary table for professionals and officials in public service providers of the State) issued in conjunction with Decree 204/2004/ND-CP, they will be assigned the salary coefficient of public employees of type A0;

- For those currently receiving the salary coefficient of an official or public employee of type A1 or higher or type B, they will be reassigned to the salary coefficient of public employees of type A0 following the salary reassignment principles stipulated in Section II of Circular 02/2007/TT-BNV and according to current legal regulations.

Previously, the salary of staff supporting education for persons with disabilities, as stipulated in Joint Circular 19/2016/TTLT-BGDDT-BNV, applied the salary coefficient of public employees of type B, with a salary coefficient ranging from 1.86 to 4.06.

Thus, under the new regulations, public employees supporting education for persons with disabilities will apply the salary coefficient of public employees of type A0, ranging from a coefficient of 2.10 to a coefficient of 4.89 as stipulated in Table 3 issued in conjunction with Decree 204/2004/ND-CP.

Therefore, if meeting all conditions as per Circular 21/2023/TT-BGDDT, public employees supporting education for persons with disabilities in public educational institutions will receive a salary increase.

Based on the provisions of Article 5 of Circular 21/2023/TT-BGDDT, the following cases will be appointed to the professional title of public employees supporting education for persons with disabilities with code V.07.06.16:

- For public employees already working in education support for persons with disabilities but not yet appointed according to the provisions of Joint Circular 19/2016/TTLT-BGDDT-BNV, when meeting the following education standards:

+ Possess a college degree or higher in the field of supporting education for persons with disabilities or possess a college degree or higher in one of the fields, groups of fields, occupations: Teacher training, Psychology, Social work, Health (as specified by the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);

+ Completion of a training program according to the standards of the professional title of public employees supporting education for persons with disabilities according to regulations.

- For those recruited into positions supporting education for persons with disabilities after the effective date of this Circular and who meet the probation requirements as stipulated.

What are the professional standards for public employees supporting education for persons with disabilities?

Based on Article 3 of Circular 21/2023/TT-BGDDT, the professional standards for public employees supporting education for persons with disabilities are as follows:

(1) Standards of professional ethics:

- Adhere to the guidelines and policies of the Communist Party, policies, and laws of the State, and the regulations of the sector;

- Have a sense of responsibility, dedication to work; love, respect, and treat persons with disabilities fairly; support and protect the legal rights and interests of persons with disabilities;

- Have a sense of responsibility in cooperating with colleagues, families of persons with disabilities, and other organizations and individuals in supporting education for persons with disabilities;

- Lead a healthy, civilized lifestyle, appropriate to the educational environment.

(2) Standards of education and training:

- Possess a college degree or higher in the field of supporting education for persons with disabilities or possess a college degree or higher in one of the fields, groups of fields, occupations: Teacher training, Psychology, Social work, Health (as specified by the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);

- Completion of a training program according to the standards of the professional title of public employees supporting education for persons with disabilities according to regulations.

(3) Standards of professional and specialized competence:

- Understand and apply the guidelines and policies of the Communist Party, policies, and laws of the State, and the regulations and requirements of the sector and locality related to the education of persons with disabilities;

- Have knowledge of the characteristics and needs of persons with disabilities; the work of supporting education for persons with disabilities;

- Apply basic professional knowledge and skills in the work of supporting education for persons with disabilities;

- Be capable of implementing or coordinating the implementation of the support education program for persons with disabilities at various educational levels;

- Have skills in support, counseling, participation, and cooperation with teachers, families, and the community in educating persons with disabilities.

Circular 21/2023/TT-BGDDT takes effect from December 16, 2023.
