On December 20, the National Wage Council held a meeting to discuss and negotiate the plan to adjust the regional minimum wage in 2024.
During the meeting, all present members of the National Wage Council voted to finalize the 2024 regional minimum wage increase at 6%, effective from July 1, 2024.
The National Wage Council will submit the proposal to the competent authorities, from which a Decree will be issued to implement the regional minimum wage increase from July 01, 2024.
Additionally, on November 10, the National Assembly passed a Resolution on the 2024 state budget estimate.
The Resolution clearly states that from July 1, 2024, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW of 2018 of the Seventh Conference of the 12th Central Committee.
July 1, 2024, is also the date the National Assembly has fixed for the comprehensive wage reform according to Resolution 27-NQ/TW of 2018 applicable to public sector personnel.
Therefore, from July 1, 2024, there will be a simultaneous wage increase for corporate sector personnel (regional minimum wage increase) and the public sector.

How Is the Minimum Wage Defined From July 01, 2024?
The wage increase from July 01, 2024, is as follows:
* For workers working in enterprises
Increase the 2024 regional minimum wage by 6%, effective from July 1, 2024.
With a 6% regional minimum wage increase, the enterprise sector wages will be divided into four regions as follows:

According to Resolution 27-NQ/TW of 2018, the objective for officials, public employees, and public workforce when implementing the 2024 wage reform is as follows:

a) For the public sector
- From 2021, implement a new unified wage policy for officials, public employees, and armed forces throughout the entire political system.
- In 2021, the lowest wage for officials and public employees shall be equal to the average lowest wage across regions in the enterprise sector.
- Periodically increase wages in line with the consumer price index, economic growth rate, and the state budget capacity.
- By 2025, the lowest wage for officials and public employees shall be higher than the average lowest wage across regions in the enterprise sector.
- By 2030, the lowest wage for officials and public employees shall be equal to or higher than the lowest wage in the highest region of the enterprise sector.
When implementing the 2024 wage reform, the lowest wage for officials and public employees will be equal to the average lowest wage across regions in the enterprise sector, which is estimated to be around 4.1 million VND. This calculation is based on determining the lowest wage for officials and public employees according to the initial 2021 schedule set out by Resolution 27.
By 2025, the lowest wage for officials and public employees will be higher than the average lowest wage across regions in the enterprise sector (expected to be higher than 4.1 million VND).
By 2030, the lowest wage for officials and public employees will equal or exceed the lowest wage in the highest region of the enterprise sector (estimated to be around 4,960,000 VND or higher).
* Note: Currently, there is no official document specifying the minimum wage for officials, public employees, armed forces personnel, and workers when wage reform is implemented. The above minimum wage figures are for reference purposes only.

From July 01, 2024, the 5 new wage scales according to Resolution 27-NQ/TW of 2018 when implementing the 2024 wage reform include:
