Which Leadership Titles and Positions at the Central Level Will Undergo Confidence Voting?

Based on Section I, Section II, Appendix I issued together with Regulation 96/QD-TW of 2023 guiding the leadership titles and positions at the central level that will undergo confidence voting within the political system as follows:

(1) For the General Secretary and Comrade Standing Member of the Secretariat: Members of the Central Committee of the Communist Party.

(2) For the President

- Members of the Central Committee of the Communist Party.

- Members of the National Assembly (according to the regulations of the National Assembly).

(3) For the Vice President: Members of the National Assembly (according to the regulations of the National Assembly).

(4) For the Head and Deputy Head of the Office of the President:

Head and Deputy Head of the Office of the President, Members of the Executive Committee of the Communist Party of the Office of the President; heads of affiliated units, heads of mass organizations within the Office of the President.

(5) For the Chairman of the National Assembly and the Vice Chairman of the National Assembly who are Members of the Politburo, Members of the Secretariat:

- Members of the Central Committee of the Communist Party.

- Members of the National Assembly (according to the regulations of the National Assembly).

(6) For Vice Chairmen of the National Assembly who are not Members of the Politburo, Members of the Secretariat; Head of the Office of the National Assembly - Secretary General of the National Assembly; Chairman of the Council of Ethnic Affairs; Head of the Committees of the National Assembly, Heads of the agencies of the Standing Committee of the National Assembly, Vice Chairman of the Council of Ethnic Affairs, Deputy Head of the Committees of the National Assembly:

- Members of the National Assembly (if subject to the regulations of the National Assembly).

- Members of the Standing Council of Ethnic Affairs and Committees of the National Assembly; leaders of the Office of the National Assembly, agencies of the Standing Committee of the National Assembly; Members of the Executive Committee of the Communist Party of the Office of the National Assembly.

(7) For the Deputy Head of the Office of the National Assembly:

- Members of the National Assembly (if subject to the regulations of the National Assembly).

- Deputy Heads of the Office of the National Assembly; Members of the Executive Committee of the Communist Party of the Office of the National Assembly; heads of affiliated units, heads of mass organizations within the Office of the National Assembly.

(8) For the Auditor General and Deputy Auditor General of the State Audit Office:

- Members of the National Assembly (for the Auditor General according to the regulations of the National Assembly).

- Members of the Party Committee of the State Audit Office; Members of the Executive Committee of the Party, heads of affiliated units, heads of mass organizations within the State Audit Office.

(9) For the Prime Minister of the Government of Vietnam and Deputy Prime Ministers who are Members of the Politburo, Members of the Secretariat:

- Members of the Central Committee of the Communist Party.

- Members of the National Assembly (according to the regulations of the National Assembly).

(10) For Deputy Prime Ministers of the Government of Vietnam who are not Members of the Politburo, Members of the Secretariat:

- Members of the National Assembly (according to the regulations of the National Assembly).

- Members of the Government of Vietnam.

(11) For the Head and Deputy Head of the Office of the Government of Vietnam:

- Members of the National Assembly (for the Head of the Office of the Government of Vietnam according to the regulations of the National Assembly).

- Heads and Deputy Heads of the Office of the Government of Vietnam; Members of the Executive Committee of the Communist Party of the Office of the Government of Vietnam; heads of affiliated units, heads of mass organizations within the Office of the Government of Vietnam.

(12) For the Minister of National Defense, Minister of Public Security who are Members of the Politburo:

- Members of the Central Committee of the Communist Party.

- Members of the National Assembly (according to the regulations of the National Assembly).

(13) For Ministers, heads of ministerial-level agencies, and deputy ministers of ministries and central authorities (who are not Members of the Politburo, Members of the Secretariat):

- Members of the National Assembly (for ministers and heads of ministerial-level agencies according to the regulations of the National Assembly).

- Members of the Party Committee, Members of the Executive Committee of the Party of the ministry; department heads and equivalents; Party secretaries who are presidents of councils, presidents of managing boards, chairmen of member boards (boards of directors) of public service providers, state-owned enterprises under them. Where there is no president of the council, managing board, chairman of the member board (board of directors), the participants will be the Party secretaries who are general directors (directors), principals.

(14) For heads of party committees and equivalents who are Members of the Politburo, Members of the Secretariat: Members of the Central Committee of the Communist Party.

(15) For heads of party committees (who are not Members of the Politburo, Members of the Secretariat), deputy heads of party committees, and central agencies: Leaders of the agency, Members of the Executive Committee of the Party of the agency; heads of affiliated units, heads of mass organizations within the agency.

(16) For leadership levels of the Vietnam Fatherland Front and socio-political organizations:

- Members of the Presidium (for the Vietnam Fatherland Front); Members of the Executive Committee for other organizations.

- Members of the Party Committee, Executive Committee of the Party, heads of affiliated units and mass organizations within the agency (excluding the President of the Central Committee of the Vietnam Fatherland Front who is a Member of the Politburo or Member of the Secretariat).

(17) For the Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union:

- Members of the Executive Committee of the Central Committee of the Ho Chi Minh Communist Youth Union.

- Members of the Executive Committee of the Party, heads of affiliated units, heads of mass organizations within the Central Committee of the Ho Chi Minh Communist Youth Union.

(18) For the Chief Justice, Deputy Chief Justice of the Supreme People's Court; Chief Prosecutor, Deputy Chief Prosecutor of the Supreme People's Procuracy:

- For the Chief Justice of the Supreme People's Court (who is a Member of the Politburo or Member of the Secretariat):

+ Member of the Central Committee of the Communist Party.

+ Member of the National Assembly (according to the regulations of the National Assembly).

- For the Chief Prosecutor of the Supreme People's Procuracy:

+ Member of the National Assembly (according to the regulations of the National Assembly).

+ Deputy Chief Prosecutor, Member of the Party Committee, Member of the Executive Committee of the Party of the agency, heads of affiliated units, heads of mass organizations within the Supreme People's Procuracy.

- For Deputy Chief Justices of the Supreme People's Court, Deputy Chief Prosecutors of the Supreme People's Procuracy:

Chief Justices, deputy chief justices, chief prosecutors, deputy chief prosecutors; Members of the Party Committee; Members of the Executive Committee of the Party of the agency, heads of affiliated units, heads of mass organizations within the Supreme People's Court, Supreme People's Procuracy.

- For other titles: The Party Committee of the Supreme People's Court, Party Committee of the Supreme People's Procuracy shall, based on the organizational model, regulate specifically to suit practical requirements but must not contradict this Regulation.

(19) For the Chief of the General Political Department of the Vietnam People's Army (who is a Member of the Politburo or Member of the Secretariat):

- Members of the Central Committee of the Communist Party.

- Members of the Central Military Commission.

(20) For leadership levels of Nhan Dan Newspaper, Communist Magazine, Ho Chi Minh National Academy of Politics, leadership levels: Committee for Management of State Capital at Enterprises; Vietnam News Agency, Voice of Vietnam, Vietnam Television, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, Vietnam Social Security, National Political Publishing House - Truth: Leadership levels of units, Members of the Editorial Board (Nhan Dan Newspaper and Communist Magazine), Members of the Executive Committee of the Party of the agency; heads of affiliated units, heads of mass organizations within the agency.

(21) For provincial and municipal party secretaries who are Members of the Politburo, Members of the Secretariat:

- Members of the Central Committee of the Communist Party.

- Members of the Executive Committee of the provincial or municipal party.

(22) For provincial and municipal party secretaries, deputy party secretaries; Members of the Standing Committee of the provincial and municipal party; Members of the Standing Committee who are chairmen and deputy chairmen of the People's Council, chairmen and deputy chairmen of the People's Committee of provinces, centrally-run cities:

- Members of the Executive Committee of the provincial or municipal party.

- Members of the provincial or municipal People's Council (if subject to the regulations of the National Assembly).

(23) For deputy leaders: Committee for Management of State Capital at Enterprises, Vietnam News Agency, Voice of Vietnam, Vietnam Television, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, Vietnam Social Security, National Political Publishing House - Truth:

Leadership levels of units, Members of the Executive Committee of the Party of the agency; heads of affiliated units, heads of mass organizations within the agency.

(24) For the directors general, deputy directors general and equivalents:

Directors general, deputy directors general, Members of the Executive Committee of the Party of the general department, heads of affiliated units, heads of mass organizations within the general department.

(25) For directors, deputy directors and equivalents:

Directors, deputy directors, members of the party committee of the department (party committee members or branch committee members), heads of affiliated units, heads of mass organizations within the department (if any).

Above are the titles and leadership positions at the central level that will undergo confidence voting according to Regulation 96/QD-TW of 2023. For the General Secretary, it will be the Members of the Central Committee of the Communist Party who will conduct the confidence voting.

What is the Procedure for Taking Confidence Votes on Party Leadership Titles and Positions within the Political System?

According to Article 9 of Regulation 96-QD/TW of 2023, the procedure for taking confidence votes goes through 3 steps as follows:

Step 1: Preparing for Confidence Voting:

Based on the plan of the competent authority, the advisory organization or personnel agency prepares the following contents:

- Require individuals being subject to confidence voting to report as per regulations.

- Compile reports, dossiers of individuals being subject to confidence voting as per regulations, and explanations, providing information on relevant content (if any), to be sent to those voting at least 15 days in advance; contents and issues needing clarification at the request of the competent authority or voters shall be sent to the individuals being subject to confidence voting at least 10 days before the voting.

- Prepare confidence voting forms listing the names of individuals being subject to confidence voting, levels of confidence, and bearing the official stamp of the party committee, party organization, agency, or unit as per regulations.

- Propose the vote-counting committee.

Step 2: Conducting Confidence Voting:

- The party committee, party organization, or head of the agency or unit presides over the conference to thoroughly understand the purpose and requirements of confidence voting for cadres as per regulations.

- Elect the vote-counting committee; the vote-counting committee distributes voting forms and guides how to fill them.

- Officials within the voting component record and cast their votes in the ballot box as per regulations.

Step 3: Reporting the Results of Confidence Voting:

- The vote-counting committee counts the votes and announces the results to the conference.

- The vote-counting minutes are made in 3 copies (2 copies sent to the direct superior; 1 copy kept at the local, agency, or unit level) and managed according to confidential policies.

- The party committee, party organization, agency, or unit conducting the confidence voting must report the results according to the provisions of Article 10 of Regulation 96-QD/TW of 2023.

What are the Purposes and Requirements of Taking Confidence Votes on Leadership Titles and Positions within the Political System?

According to Article 2 of Regulation 96/QD-TW of 2022, the purposes and requirements of taking confidence votes on leadership titles and positions within the political system are as follows:

- Implementing the Party's policy on building and rectifying the Party and the political system; fighting against corruption and negative phenomena; building a team of qualified, competent, and reputable leaders and managers capable of performing their duties.

- Contributing to the assessment of the credibility and performance results of assigned duties by the cadres; helping cadres "self-reflect," "self-correct," continue striving, and training in work; being an important basis for the party committee, party organization to train, foster, arrange, and utilize cadres; improving the efficiency of leadership, management, and supervision of cadres.

- The process of organizing confidence votes must strictly follow this regulation and related documents, ensure substantiality, contributing to strengthening the trust of cadres, party members, and the People in the Party.
