What are the Responsibilities and Rights of Parents in Vietnam?

Based on Article 8 of the Charter of the parent committee\ issued together with Circular 55/2011/TT-BGDDT, the responsibilities and rights of parents are clearly stated as follows:

(1) Responsibilities of Parents:

- Cooperate with the school in managing and educating students and fulfilling the tasks set by the parent committee\.

- Collaborate with the homeroom teacher and subject teachers of the class to care for, manage, and encourage students to actively and voluntarily study, practice ethics, and comply with the school's regulations and rules.

- Be responsible for the violations and shortcomings of their children according to the law and implement the recommendations of the class’s parent committee\ to cooperate with the school in caring for, managing, and educating students.

(2) Rights of Parents:

- Parents have the rights stipulated in Article 95 of the Education Law, the right to request the school to create conditions for their children to study and practice;

- Nominate or be nominated to the class parent committee\;

- Refuse to support when the class parent committee\ or school parent committee\ proposes support if they are not willing.

- Accept or decline actions on matters not agreed upon in the parents' general meeting or the meeting of the parent committee\.

What is the Time schedule framework for the 2024-2025 School Year in Vietnam?

Based on Article 1 of Decision 2045/QD-BGDDT 2024, the Time schedule framework for the 2024-2025 school year for preschool, general education, and continuing education nationwide is regulated as follows:

- The earliest date for students to return to school is 1 week before the commencement ceremony. For grade 1 students, the earliest date to return to school is 2 weeks before the commencement ceremony.

- The commencement ceremony is organized on September 5, 2024.

- Semester I ends before January 18, 2025, and the school year ends before May 31, 2025.

- Primary education program completion and middle school graduation recognition before June 30, 2025.

- Complete the enrollment process for entry-level classes before July 31, 2025.

- The high school graduation exam of 2025 is tentatively scheduled for June 26 and June 27, 2025.

- Other national examinations are organized according to the regulations and guidance of the Ministry of Education and Training.

What are regulations on the Operating Budget of the parent committee\ in Vietnam?

Based on Article 10 of the Charter of the parent committee\ issued together with Circular 55/2011/TT-BGDDT, the regulations on the operating budget of the parent committee\ are as follows:

(1) Operating budget of the parent committee\:

- The operating budget of the class parent committee\ is obtained from voluntary contributions from parents and other lawful sponsorships for the class parent committee\.

- The operating budget of the school parent committee\ is drawn from the operating budget of the class parent committee\s based on recommendations from the meeting of all class parent committee\ leaders at the beginning of the school year and other lawful sponsorships for the school parent committee\.

(2) Management and use of the budget of the parent committee\:

- The leader of the class parent committee\ coordinates with the homeroom teacher to draft the expenditure plan for the received contributions and sponsorships and only utilize it after the consensus of all class parent committee\ members.

- The leader of the school parent committee\ agrees with the Principal to decide on the budget usage plan for received contributions and sponsorships and only utilizes it after the consensus of the whole school parent committee\.

(3) Revenue and expenditure of the parent committee\ must ensure the principles of transparency and democracy; post-expense reporting and publicizing the final account in all class parent meetings and the meetings of the school parent committee\. No average contribution level is set for parents.

(4) The parent committee\ is not allowed to solicit from students or their families the following:

- Contributions that are not voluntary.

- Contributions that do not directly serve the activities of the parent committee\: Protecting the school’s infrastructure, ensuring school security; parking management for students; classroom and school sanitation; rewards for school management, teachers, and staff; purchasing machinery, equipment, teaching aids for the school, classroom, or school management, teachers, and staff; supporting the management, teaching organization, and educational activities; repairing, upgrading, or constructing new school buildings.
