When is the time to submit the report on the results of the land survey and assessment in Vietnam?
Pursuant to Clause 1, Article 10 of Circular 35/2014/TT-BTNMT stipulating as follows:
Time to report and announce results of land survey and assessment
1. The time for submission of reports on land survey and assessment results is before March 15 of the year with the last numbers 5 and 0.
For the results of the survey and assessment of land degradation for the first time, submit the report before March 15, 2015.
For the results of investigation and assessment of soil quality, land potential, soil pollution and agricultural land classification for the first time, submit reports before March 15, 2020.
2. The time to submit the report on the results of land resource monitoring and monitoring is before March 15 every year, starting from 2020, except for the years when the results of land survey and assessment are announced according to the provisions of Clause 1 of this Article. Clause 1 of this Article.
3. The time for submitting the report on results of land survey and assessment by topic shall comply with the requirements of the task project.
4. Results of land survey and assessment shall be publicly announced within 30 days from the date of decision and approval by a competent state agency.

What are the capacity conditions of units conducting land survey and assessment in Vietnam?
Pursuant to Article 12 of Circular 35/2014/TT-BTNMT stipulating the capacity conditions of units conducting land survey and assessment as follows:
For non-business organizations, enterprises may conduct land survey and assessment when fully meeting the following conditions:
+ Having the function of conducting land survey and assessment;
+ There are at least 05 individuals who fully satisfy the conditions specified in Clause 2, Article 12 of Circular 35/2014/TT-BTNMT;
+ Having sufficient equipment and technology suitable to the method of implementation according to the technical regulations on land survey and assessment of the Ministry of Natural Resources and Environment.
- For individuals conducting land survey and assessment in an organization with the function of consulting on land investigation and assessment when fully meeting the following conditions:
+ Having capacity of civil acts;
+ Having one of the university or postgraduate diplomas majoring in land management, cadastral, soil science, soil, environment and other majors related to land survey and assessment ;
+ Having worked in the field of land survey and assessment as prescribed in Article 4 of Circular 35/2014/TT-BTNMT or 36 months or more of land survey and assessment in the agricultural field.
Which agency is responsible for implementing and announcing the results of land survey and assessment in Vietnam?
Pursuant to Article 7 of Circular 35/2014/TT-BTNMT stipulating responsibilities for implementing and announcing results of land survey and assessment as follows:
The General Department of Land Management is responsible for:
+ Develop a plan for land survey and assessment nationwide.
+ Implement land survey and assessment of the whole country and region.
+ Build and maintain a land resource monitoring system according to a unified model, organize the implementation of land resource monitoring and supervision.
+ Implement the investigation and assessment of land according to thematic requirements to serve the requirements of state management of land.
+ To urge and inspect the implementation of land survey and assessment at the provincial level.
+ Summarize and complete the dossier and submit it to the Ministry of Natural Resources and Environment for approval of the implementation plan; results of land survey and assessment of the whole country and region; the results of land survey and assessment by topic and publish the results on the portal of the Ministry of Natural Resources and Environment.
- Provincial People's Committees are responsible for:
+ Approve the implementation plan, the results of land survey and assessment in the locality and publish it on the web portal of the provincial People's Committee.
+ Report the results of land survey and assessment to the Ministry of Natural Resources and Environment.
- Departments of Natural Resources and Environment of provinces and centrally run cities are responsible for:
+ Develop a plan to investigate and assess land in the locality.
+ Implement land survey and assessment in the locality.
+ Summarize and complete the dossier and submit it to the People's Committee of the province or city directly under the Central Government for approval of the implementation plan; results of land survey and assessment in the locality and published on the web portal of the provincial-level People's Committee.
