Article 34 of the 2019 Charter of the Vietnam Fatherland Front regulates the sources of operating funds for the Vietnam Fatherland Front Committee as follows:
(1) Operating funds are provided by the state budget.
(2) Funds are provided when implementing programs and projects.
(3) Income from business activities according to the law.
(4) Domestic and foreign organizations and individuals support.
The funds of the Vietnam Fatherland Front Committee at each level are managed and used according to legal regulations by the respective level committee.
What are regulations on Support Levels for Restoring Agricultural Production from damage caused by typhoon in Vietnam?
Article 5 of Decree 02/2017/ND-CP regulates the support levels for restoring agricultural production due to natural disasters in Vietnam as follows:
(1) Support levels for crops:
- Purebred rice area damaged over 70%, support 2,000,000 VND/ha; damage from 30% - 70%, support 1,000,000 VND/ha.
- Purebred rice seedlings area damaged over 70%, support 20,000,000 VND/ha; damage from 30% - 70%, support 10,000,000 VND/ha.
- Hybrid rice area damaged over 70%, support 3,000,000 VND/ha; damage from 30% - 70%, support 1,500,000 VND/ha.
- Hybrid rice seedlings area damaged over 70%, support 30,000,000 VND/ha; damage from 30% - 70%, support 15,000,000 VND/ha.
- Corn and various vegetable areas damaged over 70%, support 2,000,000 VND/ha; damage from 30% - 70%, support 1,000,000 VND/ha.
- Perennial industrial and fruit tree areas damaged over 70%, support 4,000,000 VND/ha; damage from 30% - 70%, support 2,000,000 VND/ha.
(2) Support levels for forestry production:
- Forest trees and non-timber forestry products planted on forestry land, seed gardens, forest seed areas damaged over 70%, support 4,000,000 VND/ha; damage from 30% - 70%, support 2,000,000 VND/ha.

- Extensive shrimp farming areas (including rice-shrimp, eco-shrimp, shrimp forest, and combined shrimp farming) damaged over 70%, support from 4,100,000 - 6,000,000 VND/ha; damage from 30% - 70%, support from 2,000,000 - 4,000,000 VND/ha.
- Traditional fish farming and native fish species damaged over 70%, support from 7,100,000 - 10,000,000 VND/ha; damage from 30% - 70%, support from 3,000,000 - 7,000,000 VND/ha.
- Intensive semi-intensive tiger shrimp farming damaged over 70%, support from 6,100,000 - 8,000,000 VND/ha; damage from 30% - 70%, support from 4,000,000 - 6,000,000 VND/ha.
- Intensive semi-intensive whiteleg shrimp farming damaged over 70%, support from 20,500,000 - 30,000,000 VND/ha; damage from 30% - 70%, support from 10,000,000 - 20,000,000 VND/ha.

(4) Support levels for livestock:
- Damage due to natural disasters:
Poultry (chickens, ducks, geese) up to 28 days old, support 10,000 - 20,000 VND/head; over 28 days old, support 21,000 - 35,000 VND/head.
Piglets up to 28 days old, support 300,000 - 400,000 VND/head; over 28 days old, support 450,000 - 1,000,000 VND/head; breeding sows and boars, support 2,000,000 VND/head.
Milking heifers up to 6 months old, support 1,000,000 - 3,000,000 VND/head; dairy cows over 6 months old, support 3,100,000 - 10,000,000 VND/head.
Beef cattle, buffalo, horses up to 6 months old, support 500,000 - 2,000,000 VND/head; over 6 months old, support 2,100,000 - 6,000,000 VND/head.
Deer, antelope, sheep, goats: Support 1,000,000 - 2,500,000 VND/head.
(5) Support levels for salt production: Salt production areas damaged over 70%, support 1,500,000 VND/ha; damage from 30% - 70%, support 1,000,000 VND/ha.
(6) For crops, livestock, and aquatic species not regulated in clauses (1), (2), (3), and (4), the Chairman of the People's Committees of the provinces and centrally-affiliated cities shall base on budget balance capabilities, production characteristics, and actual local requirements to stipulate appropriate specific support levels.
(7) Additionally, in case of support in kind, the equivalent support in money shall be converted according to the price at the time of support.
