Which province in Vietnam will receive support of 100 billion VND to overcome the aftermath of No. 3 typhoon from the State?
On September 9, 2024, the Prime Minister of the Government of Vietnam issued Decision 943/QD-TTg in 2024 on emergency support to overcome the damages caused by No. 3 typhoon, specifically:
- Support of 100 billion VND (One hundred billion VND) from the 2024 central budget reserve for 05 localities to overcome the aftermath and stabilize the lives of people after No. 3 typhoon (including: Nam Dinh 20 billion VND, Thai Binh 30 billion VND, Hai Duong 20 billion VND, Yen Bai 20 billion VND, Hung Yen 10 billion VND).
- The People's Committees of the provinces Nam Dinh, Thai Binh, Hai Duong, Yen Bai, Hung Yen are responsible for specifically allocating and using the supplemental funds in accordance with the law on state budget and other relevant legal documents, ensuring proper use, saving, efficiency, and preventing losses, waste, and negativity; using central budget support together with local budget resources and other legitimate funds to promptly mitigate the damages caused by No. 3 typhoon.
- The localities Quang Ninh and Hai Phong have reported currently self-balancing local resources to overcome the aftermath of No. 3 typhoon; hence, the central budget will consider support when the localities propose.
Thus, to urgently support overcoming the damages and stabilizing the lives of people due to No. 3 typhoon, the Government of Vietnam has decided to support 100 billion VND (One hundred billion VND) from the 2024 central budget reserve for 5 provinces including Nam Dinh, Thai Binh, Hai Duong, Yen Bai, Hung Yen.
Support levels for agricultural production recovery due to No. 3 typhoon (Super Typhoon YAGI) in Vietnam
According to Article 5 Decree 02/2017/ND-CP, regulations on support levels for agricultural production recovery due to natural disasters are as follows:
(1) Support for crops:
- Area of pure rice damaged over 70%, support of 2,000,000 VND/ha; damaged from 30% - 70%, support of 1,000,000 VND/ha.
- Area of pure rice seedlings damaged over 70%, support of 20,000,000 VND/ha; damaged from 30% - 70%, support of 10,000,000 VND/ha.
- Area of hybrid rice damaged over 70%, support of 3,000,000 VND/ha; damaged from 30% - 70%, support of 1,500,000 VND/ha.
- Area of hybrid rice seedlings damaged over 70%, support of 30,000,000 VND/ha; damaged from 30% - 70%, support of 15,000,000 VND/ha.
- Area of maize and various crops damaged over 70%, support of 2,000,000 VND/ha; damaged from 30% - 70%, support of 1,000,000 VND/ha.
- Area of industrial crops and long-term fruit trees damaged over 70%, support of 4,000,000 VND/ha; damaged from 30% - 70%, support of 2,000,000 VND/ha.
(2) Support for forestry production:
- Area of forest trees, non-timber forest products planted on forestry land, seed gardens, forest seeds damaged over 70%, support of 4,000,000 VND/ha; damaged from 30% - 70%, support of 2,000,000 VND/ha.
- Area of seedlings in the nursery stage damaged over 70%, support of 40,000,000 VND/ha; damaged from 30% - 70%, support of 20,000,000 VND/ha.
(3) Support for aquaculture:
- Extensive shrimp farming area (paddy shrimp, ecological shrimp, forest shrimp, combination shrimp) damaged over 70%, support from 4,100,000 - 6,000,000 VND/ha; damaged from 30% - 70%, support from 2,000,000 - 4,000,000 VND/ha.
- Area of traditional fish farming and endemic fish species damaged over 70%, support from 7,100,000 - 10,000,000 VND/ha; damaged from 30% - 70%, support from 3,000,000 - 7,000,000 VND/ha.
- Intensive and semi-intensive tiger shrimp farming area damaged over 70%, support from 6,100,000 - 8,000,000 VND/ha; damaged from 30% - 70%, support from 4,000,000 - 6,000,000 VND/ha.
- Intensive and semi-intensive white-legged shrimp farming area damaged over 70%, support from 20,500,000 - 30,000,000 VND/ha; damaged from 30% - 70%, support from 10,000,000 - 20,000,000 VND/ha.
- Bivalve mollusk farming area damaged over 70%, support from 40,500,000 - 60,000,000 VND/ha; damaged from 30% - 70%, support from 20,000,000 - 40,000,000 VND/ha.
- Intensive catfish farming area damaged over 70%, support from 20,500,000 - 30,000,000 VND/ha; damaged from 30% - 70%, support from 10,000,000 - 20,000,000 VND/ha.
- Freshwater cage and raft farming damaged over 70%, support from 7,100,000 - 10,000,000 VND/100 m3 cage; damaged from 30% - 70%, support from 3,000,000 - 7,000,000 VND/100 m3 cage.
- Intensive single-sex tilapia farming area damaged over 70%, support from 20,500,000 - 30,000,000 VND/ha; damaged from 30% - 70%, support from 10,000,000 - 20,000,000 VND/ha.
- Intensive cold-water fish (sturgeon, trout) farming area damaged over 70%, support from 35,500,000 - 50,000,000 VND/ha; damaged from 30% - 70%, support from 15,000,000 - 35,000,000 VND/ha.
- Offshore and island cage farming damaged over 70%, support from 15,500,000 - 20,000,000 VND/100 m3 cage; damaged from 30% - 70%, support from 10,000,000 - 15,000,000 VND/100 m3 cage.
- Other aquatic farming area damaged over 70%, support from 4,100,000 - 6,000,000 VND/ha; damaged from 30% - 70%, support from 2,000,000 - 4,000,000 VND/ha.
(4) Support for livestock farming:
- Damage due to natural disasters:
Poultry (chickens, ducks, geese) up to 28 days old, support from 10,000 to 20,000 VND/each; over 28 days old, support from 21,000 to 35,000 VND/each;
Pigs up to 28 days old, support from 300,000 to 400,000 VND/each; over 28 days old, support from 450,000 to 1,000,000 VND/each; breeding sows and boars, support of 2,000,000 VND/each;
Female dairy cows up to 6 months old, support from 1,000,000 to 3,000,000 VND/each; dairy cows over 6 months old, support from 3,100,000 to 10,000,000 VND/each;
Meat cattle, horses up to 6 months old, support from 500,000 to 2,000,000 VND/each; over 6 months old, support from 2,100,000 to 6,000,000 VND/each;
Deer, goats, sheep: Support from 1,000,000 to 2,500,000 VND/each.
(5) Support for salt production: Salt production area damaged over 70%, support of 1,500,000 VND/ha; damaged from 30% - 70%, support of 1,000,000 VND/ha.
(6) Unspecified types of crops, animals, and aquatic products in clauses (1), (2), (3), and (4), the Chairperson of Provincial People's Committees, central cities, based on budget balance capability, production characteristics, and actual needs in localities, will determine the specific support level.
(7) In case of support in kind, the support level will be equivalent to monetary support based on the price at the time of support.
