“Article 1. Purpose, requirements and objectives of the Program
1. Purpose
a. Facilitate trade, reduce costs for businesses through improving the level of legal compliance of enterprises, reducing the rate of physical inspection of imported and exported goods.
b. Support enterprises to limit and overcome obstacles and difficulties in carrying out customs procedures, proactively take measures to prevent and avoid violations of customs laws, improve self-compliance with laws of enterprises.
c. Establishing a reliable partnership between customs authorities and enterprises in import, export and transit activities as a basis for trade facilitation and enhancing competitiveness of enterprises.
2. Program requirements and objectives
a. Target:
- More than 80% of enterprises participating in the Pilot Program to support and encourage enterprises to voluntarily comply with the customs law (hereinafter referred to as the Program for short) can increase their compliance level or keep the high level of compliance.
- Over 80% of participating enterprises are satisfied with the support measures of the customs authority.
b. Request:
- After 2 years of implementation, 100% of enterprises participating in the Program have not been handled for customs law violations in Appendix VI of Circular 41/2014/TT-BTC dated November 15, 2019 , is assessed for legal compliance level 2 (high compliance), level 3 (medium compliance) according to the provisions of Circular 81/2014/TT-BTC dated November 15, 2019.

“Article 3. Principles and scope of implementation
The customs authority shall carry out activities to support the compliance with customs laws for enterprises participating in the Program according to the following principles, scope and forms:
1. Implementation principles
a. During the implementation of the Program, the activities of the customs authorities and participating members must ensure compliance with the processes and regulations of the law.
b. Activities within the framework of the Program do not cause administrative procedures, damage and unnecessary work for businesses.
c. Within 24 hours from the time the customs office receives the request or request for support from the member enterprise, the information will be transferred to a specialized unit for study and settlement and the earliest reply. In case of force majeure that cannot be done, the civil servant assigned to deal with it must notify and explain the reason to the enterprise."
