Support for the development of valuable medicinal herb cultivation areas
1. Expenditures for purchasing equipment to maintain regular operations within the project boundary. The support level follows the Decision of the competent authority within the allocated budget estimates, ensuring compliance with the laws on bidding.
2. Support enterprises directly in vocational training for local workers: Support level is 2 million VND/month/worker, with a maximum support period of 3 months per worker.
3. Support advertising costs, building national and provincial key product brands: Support according to projects approved by the competent authority, with a maximum of 50% of total activity costs and not exceeding 1,000 million VND per project.
4. Support expenditures for scientific research topics, purchasing technology licenses, technology, or scientific research and development results to create new products, improve technology, reduce environmental pollution, save raw materials, fuel, energy: Support level is 80% of the cost, not exceeding 300 million VND per topic/license/technology/research result.
5. Support a maximum of 40% of the costs of transferring and applying new scientific techniques, applying uniform technical and quality management processes in the chain, with a maximum of 150 million VND per project.
6. Support for seeds, materials, product packaging, labeling for a maximum of 3 crops or 3 production cycles. Support level is 100% of the costs, not exceeding 126 million VND per hectare.
7. For high-tech application breeding center projects, support once with a maximum of 80% of the cost of producing basic breeds and 50% of the cost of producing commercial breeds.
8. Support the application of information technology in building a connection system for medicinal value chains and traditional medical products with traceability for origin and quality: Implement according to the provisions of clause 4, Article 4 of this Circular.
9. Support trade promotion for socio-economic development objectives in ethnic minority and mountainous areas. Support level according to the provisions of Circular 11/2019/TT-BCT dated July 30, 2019, of the Ministry of Industry and Trade guiding the implementation of trade promotion activities to develop foreign trade under the national trade promotion program (hereinafter referred to as Circular 11/2019/TT-BCT); Circular 40/2020/TT-BCT dated November 30, 2020, of the Ministry of Industry and Trade amending and supplementing some articles of Circular 11/2019/TT-BCT (hereinafter referred to as Circular 40/2020/TT-BCT) and Circular 171/2014/TT-BTC dated November 14, 2014, of the Ministry of Finance guiding the financial mechanism to support from the state budget to implement the National Trade Promotion Program (hereinafter referred to as Circular 171/2014/TT-BCT).
10. Expenditures for construction and project management: The contents and expenditure levels are implemented according to the provisions of clause 13, Article 4 of Circular 55/2023/TT-BTC.
Thus, according to the above provisions, the state supports the costs of advertising, building national and provincial key product brands: Support according to projects approved by the competent authority, with a maximum of 50% of total activity costs and not exceeding 1,000 million VND per project.

- Expenditures for organizing promotion activities, attracting investment, connecting product consumption, cultural fairs, forums, festivals linking commerce with tourism; support to build and implement some models to consume products of ethnic minority and mountainous regions; providing essential goods for localities according to the guidance of the Committee for Ethnic Minority Affairs and the Ministry of Industry and Trade: The contents and expenditure levels for activities follow the provisions of Circular 171/2014/TT-BTC, Circular 11/2019/TT-BCT, Circular 40/2020/TT-BCT and the provisions of Article 4 of Circular 55/2023/TT-BTC
- Expenditures for training the development of commercial human resources; communication to promote products of ethnic minority and mountainous areas; organizing competitions for symbols of markets in ethnic minority and mountainous regions. The contents and expenditure levels correspond to the provisions of clauses 1 and 2, Article 4 of Circular 55/2023/TT-BTC.
