According to Clause 2, Article 3 of Circular 26/2019/TT-BTC stipulating:

"Article 3. Contents of payment

2. Expenditure on developing program outlines, annual and 5-year administrative reform plans…”

According to Clause 1, Article 1 of Circular 33/2022/TT-BTC amending and supplementing Clause 2, Article 3 of Circular 26/2019/TT-BTC as follows:

"2. Expenditure on developing program outlines, annual, 5-year, 10-year administrative reform plans; to develop thematic and periodical administrative reform reports".

According to Clause 15, Article 3 of Circular 26/2019/TT-BTC stipulating:

“15. Expenses for building and maintaining the National Public Service Portal, the Public Service Portal, and the electronic one-stop information system at ministerial and provincial levels.”

According to Clause 2, Article 1 of Circular 33/2022/TT-BTC amending and supplementing Clause 15, Article 3 of Circular 26/2019/TT-BTC as follows:

“15. Expenses for building and maintaining the information technology system to serve the settlement of administrative procedures.

According to Clause 1, Article 4 of Circular 26/2019/TT-BTC, the spending levels are as follows:

“Article 4. Expenses
1. Expenses for developing the outline of the administrative reform program; spending on building a set of indicators for monitoring and evaluating administrative reform of ministries, branches and localities; consultation meetings, organization of appraisal of PAR outline, annual, 5-year plan, annual report on administrative reform, 5-year: Comply with regulations for program development expenditures , schemes and plans specified in Joint Circular No. 14/2014/TTLT-BTC-BTP dated January 27, 2014 of the Ministry of Finance and the Ministry of Justice providing for the making, management, use and finalize state budget funds to ensure law dissemination and education and people's standard of access to law at the grassroots..."

According to Clause 3, Article 1 of Circular 33/2022/TT-BTC amending and supplementing Clause 1, Article 4 of Circular 26/2019/TT-BTC as follows:

"first. Expenditure on developing program outlines, annual, 5-year, 10-year administrative reform plans; spending on building a set of indicators for monitoring and evaluating administrative reform of ministries, central agencies and localities; Spending on organizing meetings to give suggestions, appraise program outlines, annual, 5-year, 10-year PAR plans and give comments on thematic and periodical administrative setting reports: Comply with regulations For the level of expenditures on program, scheme and plan development prescribed in Joint Circular No. 14/2014/TTLT-BTC-BTP dated January 27, 2014 of the Ministry of Finance, the Ministry of Justice provides for the formulation of projects. accounting, management, use and finalization of state budget funds to ensure law dissemination and education and people's standard of access to law at grassroots level.

According to Point b, Clause 7, Article 4 of Circular 26/2019/TT-BTC, the spending levels are as follows:

“Article 4. Expenses
7. Spending on information and propaganda on administrative reform
b) Expenses for creating electronic information to serve the propaganda of administrative reform: Comply with the provisions of Circular No. 194/2012/TT-BTC dated November 15, 2012 of the Ministry of Finance guiding the level of expenditure. create electronic information in order to maintain regular operations of agencies and units using the state budget;”

According to Clause 4, Article 1 of Circular 33/2022/TT-BTC amending point b, Clause 7, Article 4 of Circular 26/2019/TT-BTC as follows:

“7. Spending on information and propaganda on administrative reform
b) Expenses for creating electronic information to serve the propaganda of administrative reform: Comply with regulations on investment management and application of information technology using state budget capital and regulations of law. related; economic - technical norms in the field of information and communication".

According to Clause 12, Article 4 of Circular 26/2019/TT-BTC, the spending levels are as follows:

“Article 4. Expenses
12. Expenses for maintaining the National Public Service Portal, the Public Service Portal, the ministerial- and provincial-level electronic single-window information system; Expenditure on building, upgrading, managing and operating the PAR database system and PAR website: Complying with the provisions of Circular No. 194/2012/TT-BTC dated November 15, 2018. 2012 of the Ministry of Finance guiding the spending levels for creating electronic information in order to maintain regular operations of agencies and units using the state budget.
Expenses for construction of the National Public Service Portal, the Public Service Portal, and the electronic single-window information system at ministerial and provincial levels: Comply with the provisions of Decree No. 102/2009/ND-CP of the Government dated 06 November 2009 by the Government on management of investment in information technology application using state budget capital.”

According to Clause 5, Article 1 of Circular 33/2022/TT-BTC amending Clause 12, Article 4 of Circular 26/2019/TT-BTC as follows:

"twelfth. Expenses for building and maintaining information technology systems to serve the settlement of administrative procedures; expenditure on building, upgrading, managing and operating the PAR database system, PAR website; digitization spending for administrative reform: Comply with regulations on investment management in information technology application using state budget capital and relevant laws; economic - technical norms in the field of information and communication".

According to Clause 4, Article 4 of Circular 26/2019/TT-BTC, the spending levels are as follows:

“Article 4. Expenses
4. Expenses for organizing training and retraining courses for cadres, civil servants and public employees in service of administrative reform: Comply with the provisions of Circular No. 36/2018/TT-BTC dated May 30 March 2018 of the Ministry of Finance guiding the estimation, management, use and settlement of funds for the training and retraining of cadres, civil servants and public employees.”

According to Clause 6, Article 1 of Circular 33/2022/TT-BTC amending Clause 14, Article 4 of Circular 26/2019/TT-BTC as follows:

“Article 4. Expenses

14. Overtime payment: Comply with the provisions of the Labor Code and legal documents guiding the implementation of the current Law.

How to amend regulations on the implementation of State administrative reform program in Vietnam policies?

In Clause 1, Article 6 of Circular 26/2019/TT-BTC stipulates:

“The fostering regime for cadres, civil servants, public employees and employees at agencies and units specified in this Circular will be implemented until the end of 2020. From 2021 onwards, the general regulations will be applied. on salary regime according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Conference of the 12th Central Committee on reforming salary policy for cadres, civil servants and public employees , the armed forces and employees in enterprises”
According to Clause 76, Article 1 of Circular 33/2022/TT-BTC, amending the last paragraph of Clause 1, Article 6 of Circular 26/2019/TT-BTC as follows:
The non-wage allowance regime for cadres, civil servants, public employees and employees specified in this Circular shall be applied until the implementation of the new salary regime for cadres, civil servants and public employees. , the armed forces promulgated by the Government to implement Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Conference of the 12th Central Committee of the Communist Party of Vietnam on reforming salary policy for cadres ministries, civil servants, public employees, armed forces and employees in enterprises".

Thus, the amendments and supplements to the final settlement of funds to ensure the work of the PAR program include regulations on expenditures on formulation of PAR plans, levels of expenditures on formulation of program outlines, the State administrative reform program in Vietnam plan and organize the implementation of the State administrative reform program in Vietnam policy as above.
