How is the personal identification number structured?

To know when it is necessary to re-determine the personal identification number, first, it is important to understand what a personal identification number is.

The personal identification number is essentially the Citizen Identification number of each citizen. This number is issued by the Ministry of Public Security, linked to an individual from birth until death, does not change, and does not duplicate with anyone else.

The identification number is not a random series of numbers but is created according to the structure stipulated in Article 13 of Decree 137/2015/ND-CP:

The personal identification number is a 12-digit natural number, structured to include 6 digits indicating the century of birth, gender, birth year of the citizen, the code of the province, central-level city or the code of the country where the citizen registers birth, and 6 digits representing a random number.

In which, the century of birth and gender codes are as follows:

20th Century (from 1900 to the end of 1999): Male 0, Female 1;

21st Century (from 2000 to the end of 2099): Male 2, Female 3;

22nd Century (from 2100 to the end of 2199): Male 4, Female 5;

23rd Century (from 2200 to the end of 2299): Male 6, Female 7;

24th Century (from 2300 to the end of 2399): Male 8, Female 9.

The province or city birth registration code consists of 03 digits, each province or city has its code.

When performing administrative procedures, the competent authority will use this number to manage, verify, and retrieve citizens' information in the National Population Database. Later, it can also replace the tax code and personal identification documents…

Therefore, the personal identification number must always be accurate. Any mistakes can greatly affect work and life.

According to Article 6 of Circular 59/2021/TT-BCA, there are 03 cases in which the personal identification number must be canceled and re-established:

- Citizens whose gender is re-determined. For example, transgender individuals who want to change their gender on documents, those who have had medical interventions to re-determine their gender…

- The birth year correction according to law on civil status registration. Example: Those who registered their birth dates incorrectly or due to errors by civil status officials.

- Errors in the process of entering data related to the registration of birth place, birth year, and gender of the citizen into the National Population Database.

Re-determining the personal identification number due to errors in data entry into the National Population Database is a common issue recently. Many citizens have reported errors when converting from the Identity Card to the Citizen Identification Card.

If belonging to one of the cases requiring re-determination of the identification number, citizens should proactively go to the commune-level police offices where they reside to request the cancellation of the old identification number and the issuance of a new one.

Citizens must provide additional documents and evidence, proving the re-determination of gender or correction of birth year or errors in personal information for the commune police to check and verify.

If the request is appropriate, the receiving agency will send a request to cancel the old identification number and establish a new identification number for the citizen to the National Population Database management agency under the Ministry of Public Security.

After the National Population Database management agency updates the new personal identification number, the commune-level police will notify the citizen of the new identification number.

Procedures for issuing a personal identification number for citizens registering birth

Based on Article 14 of Decree 137/2015/ND-CP, the procedure is as follows:

1. In cases where the electronic civil status database has been connected with the National Population Database, upon receiving all necessary documents for birth registration, the civil status management and registration agency, managing the electronic civil status database, shall immediately forward the birth registration information to the National Population Database; the following information must be collected to issue a personal identification number:

a) Full name;

b) Birth date;

c) Gender;

d) Birth registration place;

e) Hometown;

f) Ethnicity;

g) Nationality;

h) Full name, nationality of parents or legal representatives; except where parents or legal representatives are not identified.

The head of the National Population Database management agency under the Ministry of Public Security is responsible for checking information and documents as stipulated in Point b Clause 3 Article 13 of the Law on Citizen Identification, issuing and immediately sending the personal identification number to the civil status management and registration agency.

2. In cases where the National Population Database is not yet operational or the electronic civil status database is not connected with the National Population Database, upon receiving the birth registration documents, the civil status management and registration agency shall immediately forward the specified information in Clause 1 of this Article to the National Population Database management agency via the internet with an authorized access account.

The National Population Database management agency is responsible for issuing the access account to the civil status management and registration agency, immediately sending the personal identification number of the citizen to the civil status management and registration agency upon receiving the birth registration information according to the regulations via the internet. The civil status management and registration agency is responsible for securing the access account as per the law on protecting state secrets.

Thus, the procedure for issuing a personal identification number is implemented according to the aforementioned regulations.
