How is the green energy transition roadmap for the railway sector regulated?
Pursuant to the provisions of Article 1 of Decision 876/QD-TTg in 2022 stipulating the roadmap for green energy transformation for the railway sector as follows:
“b) Railways
- Period 2022 - 2030
+ Pilot study on using electric and green energy railway vehicles on existing railway lines. Invest in building new railway lines in the direction of electrification.
+ Develop a plan and invest in a roadmap to replace old railway vehicles that have expired with vehicles that can be converted to electricity and green energy.
+ Encourage the conversion of loading and unloading equipment at stations to equipment using electricity and green energy.
- Period 2031 - 2050
+ By 2040, to partially stop the production, assembly and import of railway vehicles and equipment using fossil fuels. To step by step invest in new and convert railway vehicles using fossil fuels to using electricity and green energy.
+ By 2050: 100% conversion of railway locomotives and wagons using electricity and green energy; converting 100% of equipment using fossil fuels to using electricity and green energy at stations.
+ To renovate and upgrade the infrastructure of existing railway lines to fully meet the transition to vehicles using electricity and green energy. Continue to invest in building new railway lines in the direction of electrification, using green energy.”
Accordingly, the roadmap for green energy transformation for the railway sector will ensure that by 2050: 100% conversion of railway locomotives and wagons using electricity and green energy; converting 100% of equipment using fossil fuels to using electricity and green energy at stations.

Pursuant to the provisions of Article 1 of Decision 876/QD-TTg in 2022, regulations on encouraging investment in building, importing, and converting inland watercraft using fossil fuels to using electricity and energy green as follows:
“c) Inland waterways - Period 2022 - 2030
+ Encourage investment in building, importing, and converting inland watercraft using fossil fuels to using electricity and green energy.
+ Research and develop criteria for green ports and green transport routes as a basis for formulating mechanisms and policies to encourage new investment in green inland waterway ports. Pilot application at some inland waterway ports; research and turn a number of waterways into green transport routes.
- Period 2011 - 2050
+ Continue to encourage investment in building, importing, and converting inland watercraft using fossil fuels to using electricity and green energy. To encourage new investment in inland waterway ports in the direction of green development.
+ From 2040: 100% of newly built inland waterway vessels use electricity,
green; encouraging inland ports and wharves that are operating to change to apply green port criteria.
+ By 2050: 100% of vehicles using fossil fuels will be converted to electricity and green energy. 100% of equipment at ports and inland waterways will be converted to electricity and green energy.
dd) Aviation - Period 2022 - 2030
+ Simultaneously implement all potential measures of the aviation industry to reduce CO2 emissions. From 2027 research on using alternative fuels to supplement a part in aviation fuel.
+ By 2030, complete the database system on energy use and fuel consumption of aviation enterprises.
- Period 2011 - 2050
+ From 2035: Use at least 10% of sustainable fuel for some short flights; 100% of passenger vehicles and other vehicles in the airport are newly invested in using electricity and green energy.
+ From 2040: All vehicles operating in the airfield use electricity and green energy (except for specific vehicles that have not yet used electric energy).
+ From 2050: Switch to using 100% green energy, sustainable aviation fuel for aircraft to minimize greenhouse gas emissions.
Depending on the technological conditions, residual emissions are realized by carbon offsetting to achieve “zero” net emissions.”
Accordingly, the roadmap for green energy transformation for inland waterways and aviation needs to ensure the above implementation.

+ From 2030: The rate of vehicles using electricity and green energy will reach at least 50%; 100% replacement taxi, new investment using electricity, green energy.
+ By 2050: 100% of buses and taxis will use electricity and green energy.
