Pursuant to Section I, Article 1 of Decision 654/QD-TTg dated May 30, 2022 promulgated by the Prime Minister, the views on postal sector development to 2025 and orientation to 2030 are as follows:

“Article 1. Approving the “Postal development strategy to 2025 and orientation to 2030” with the following contents:
I. DEVELOPMENT VIEWPOINTS
1. To develop the postal service into one of the important and essential infrastructures of the country. Postal infrastructure is used to provide postal products and services and other products and services; participate in the prevention and control of natural disasters, epidemics and emergencies, in which the public postal network is the core.
2. To develop the postal sector in a comprehensive, synchronous and effective manner on the basis of modern technology application and maximum mobilization of social resources.
3. Build and develop the postal infrastructure in the direction of ensuring the coherence between network infrastructure, digital infrastructure and data infrastructure, in which the digital platform is taken as a breakthrough solution.
4. To develop postal services in the direction of expanding the service ecosystem and expanding new operating spaces; well exploiting the domestic market, thereby reaching out to the international market, attracting foreign investment in the postal sector. Postal enterprises develop towards becoming enterprises applying digital technology to create new products and services.
5. To ensure that all people across the country have the right to access and use regular and stable universal postal services, with quality and reasonable rates.
6. Transparency and simplification of administrative procedures in order to create a healthy competitive environment; creating conditions for postal enterprises of all economic sectors to develop.”

Accordingly, the development perspective of the postal industry is to develop into one of the important and essential industries of the country. The development must be carried out comprehensively, synchronously and effectively, creating cohesion in the postal sector thereby expanding markets and new operating spaces, ensuring that people nationwide are access and use regularly and stably public postal services.

Pursuant to Section III, Article 1 of Decision 654/QD-TTg dated May 30, 2022 issued by the Prime Minister, has set the postal development goals as follows:

“II. TARGETS TO 2025
1. Market development:
a) Average growth rate of postal services for e-commerce: At least 30%.
b) At least 50 postal items/capita/year.
c) Average number of people serving over 01 postal service point: ~ 3,700 people.
d) Develop at least 3 large postal enterprises leading the market.
2. Postal infrastructure development:
a) Network infrastructure:
- 27,000 postal service points.
- 100% of communes have postal service points with attendants.
- 100% of postal service points have a waiter with Internet connection.
b) Digital infrastructure:
- 100% of households have a digital address.
- Building a foundation for Vietnam's digital address associated with the country's digital map to serve the development of e-commerce and the digital economy.
- Develop at least 02 e-commerce platforms owned by Vietnamese postal enterprises to bring agricultural production households to participate in transactions.
c) Data infrastructure:
- 100% of postal businesses make online reports.
- Building database of postal enterprises.
- Building a database of the postal industry to serve the management of field development and support data-based decision-making.
3. Participating in promoting digital government, digital society, and agricultural digital economy:
a) Strive for 100% of agricultural production households to participate in transactions on e-commerce platforms owned by Vietnamese postal enterprises.
b) Striving for 100% of products traded on e-commerce floors owned by Vietnamese postal enterprises must be branded and traceable.
c) Strive for 100% of postal items to be delivered to the address.
d) Postal enterprises participate in popularizing digital skills for people.
4. Improve people's access to public postal services:
a) Expand the scope of public postal services, focusing on expanding the scope of universal postal services.
b) Striving for 100% postal service points capable of serving people using online public services.
c) Build at least 3 regional and regional postal centers (MegaHub/Hub).
5. Improve the national ranking:
Vietnam is in the group of 40 leading countries according to the ranking of the Universal Postal Union (UPU).

Accordingly, the postal sector development goal by 2025 includes market development, digital infrastructure development, data infrastructure development, improving people's accessibility to public postal services, and improving the quality of postal services. national ranking.

Where does the funding for the implementation of the postal development strategy to 2025 come from?

Pursuant to Section V, Article 1 of Decision 654/QD-TTg dated May 30, 2022 promulgated by the Prime Minister on funding for the implementation of the postal sector development strategy as follows:

“V. IMPLEMENTATION COST
1. Funds for the implementation of the Strategy include state budget capital, enterprise capital, official development assistance, international funding and other lawfully mobilized capital sources as prescribed by law.
2. With regard to state budget capital, the current state budget decentralization shall be followed. Ministries, sectors and localities shall, based on the objectives and tasks stated in the Strategy, develop specific cost estimates for implementation according to regulations.
3. Promote the mobilization of financial resources from organizations, individuals, domestic and foreign enterprises participating in the implementation of the Strategy in accordance with the law; integrate tasks assigned to ministries, branches and localities in other relevant National Target Strategies.”

Thus, funding for the implementation of the development strategy of the postal sector to 2025 with a vision to 2030 will be taken from the state budget, corporate capital, international funding and other legally mobilized capitals. .
