+ Continue to promote the construction and development of grassroots party organizations in the non-state sector, especially in foreign-invested enterprises, private enterprises and non-public non-business units. According to Article 21 of the Charter of the Communist Party of Vietnam 2011, the grassroots organization of the Party is as follows:
