The steps to classify leadership and management officials are carried out according to Sub-item 2, Item III of Regulation 89-QD/TW Year 2017 as follows:

Step 1: Officials conduct self-assessment and determine their classification level.

Step 2: Review and evaluation of the officials:

- Direct superior conducts review and evaluation.- Peer group conducts review and evaluation.- Direct subordinates conduct review and evaluation (if necessary).

Step 3: Consider, decide on evaluation and classification:

- The organizational body of the competent authority compiles and assesses the documentation, procedures, and collected opinions from the committee at the workplace; local residential party organization; and the results of any trust votes (if available) according to the current regulations for reference; propose evaluation content and classification of the officials.- The collective leadership with authority over the officials discusses, considers, decides the content of the review, evaluation, and votes secretly to classify the officials.- Notify the evaluation content and classification results to the officials in writing; publicly disclose the evaluation results to the evaluated person and the competent authority according to regulations.

Step 4: Finalize and store the official records: The competent authority's organizational body finalizes and stores the evaluation records. Records include:

- The personal self-assessment report.- Review and evaluation report by the direct superior.- Review and evaluation report by the peer group or party organization.- Review and evaluation report by direct subordinates (if any).- Review and evaluation opinions from the committee at the workplace and residential committee.- Results of any trust votes according to current regulations (if any).

Criteria Framework for Classifying Leadership and Management Officials

According to Sub-item 1, Item III of Regulation 89-QD/TW Year 2017, the criteria framework for classifying leadership and management officials at different levels is as follows:

Classification Criteria Framework

Annually, officials are classified according to the following levels and criteria framework:

1.1- Excellent completion of duties

- Exemplary in political ideology, ethics, lifestyle, work style, and organizational discipline awareness.

- All criteria for performance of duties are met with high quality, efficiency, and on schedule; has innovations and solutions applied effectively in practice.

- The local area, agency, or unit under charge meets all targets and duties, with at least 50% of core targets (duties) being exceeded. 100% of the agencies and units under direct leadership and management are classified as meeting duties, with at least 70% classified as well-done or above.

1.2- Good completion of duties

- Exemplary in political ideology, ethics, lifestyle, work style, and organizational discipline awareness.

- All criteria for performance of duties are met with guaranteed quality, efficiency, and on schedule.

- The local area, agency, or unit under charge meets all targets and duties, with at least 80% being on schedule and ensuring quality. 100% of the agencies and units under direct leadership and management are classified as meeting duties or above.

1.3- Completion of duties

- Exemplary in political ideology, ethics, lifestyle, work style, and organizational discipline awareness.

- All criteria for performance of duties are met, but up to 20% of criteria may not ensure quality, schedule, or efficiency.

- The local area, agency, or unit under charge meets over 70% of targets and duties. At least 70% of agencies and units under direct leadership and management are classified as meeting duties.

1.4- Failure to complete duties

Classification as failing to complete duties if falling into one of the following 5 cases:

- The competent authority managing the officials (according to current Communist Party regulations) evaluates as having signs of political ideology, ethics, lifestyle degradation, and self-transformation.

- More than 50% of the criteria for duties are evaluated as not met.

- The local area, agency, or unit under charge meets less than 50% of assigned or set targets and duties.

- The agency or unit under direct leadership and management is involved in embezzlement, corruption, and is disciplined according to the law.

- The individual is disciplined during the evaluation year.

There are 4 classification levels for leadership and management officials: excellent completion of duties, good completion of duties, completion of duties, and failure to complete duties.

Authority to Review and Evaluate Leadership and Management Officials

According to Sub-item 2, Item III of Regulation 89-QD/TW Year 2017, the authority, methods, processes, and timelines for evaluation and classification are as follows:

2.1- Authority to review and evaluate officials

- The entities with authority to review and evaluate officials include:

+ The officials themselves.

+ Direct subordinates (if necessary).

+ Collective leadership (peers) review and evaluate.

+ Direct superior reviews and evaluates.

- The competent authority managing the officials decides on the content of the review, evaluation, classification, and assessment of the officials’ direction and development prospects.
