Standards for Selecting Citizens to Perform National Service in the People's Public Security Forces
Pursuant to the provisions of Clause 4, Article 5 of Decree 70/2019/ND-CP, the standards are as follows:
Selection Standards
Citizens selected to perform national service in the People's Public Security Forces must meet the following standards:
1. Have a clear background.
2. Strictly comply with the policies and guidelines of the Communist Party, the policies, and laws of the State; have no criminal record, not being prosecuted, not under surveillance, not in the period of being subjected to educational measures at communes, wards, commune-level towns, or sent to compulsory detoxification or education centers; possess good qualities, ethics, and are trusted by the public where they reside, study, or work.
3. Meet the political standards of non-commissioned officers and soldiers serving under policies in the People's Public Security Forces.
4. Possess a high school diploma or higher. In mountainous, island, ethnic minority areas, and areas with particularly difficult socio-economic conditions, citizens with junior high school diplomas can be recruited.
5. Have a balanced physique, no deformities, and meet the health standards to perform national service in the People's Public Security Forces.
Thus, citizens selected to perform national service in the People's Public Security Forces must meet the above-mentioned standards.

What does the selection dossier for performing national service in the People's Public Security Forces include?
Pursuant to the provisions of Article 6 of Decree 70/2019/ND-CP, the dossier includes:
Selection Dossier
Citizens applying for national service in the People's Public Security Forces must submit the following documents to the commune, ward, or commune-level town police (hereinafter referred to as commune-level police) where they have permanent residence:
1. A registration form for performing national service in the People's Public Security Forces according to the Appendix form issued with this Decree, certified by the People's Committee of the commune, ward, or commune-level town (hereinafter referred to as the commune-level People's Committee) where the person resides, or by the agency or organization where the person is working or studying.
2. Certificate of military service registration.
Citizens applying for national service in the People's Public Security Forces must submit the following documents to the commune, ward, or commune-level town police where they have permanent residence:
- A registration form for performing national service in the People's Public Security Forces according to the Appendix form issued with this Decree, certified by the commune-level People's Committee where they reside, or by the agency or organization where they are working or studying.
- Certificate of military service registration.
How is the procedure for selecting citizens to perform national service in the People's Public Security Forces carried out?
Pursuant to Article 7 of Decree 70/2019/ND-CP, the procedure is carried out as follows:
Step 1: The commune-level police, based on the number of citizens required to perform national service in the People's Public Security Forces assigned to the locality, will advise the same-level People's Committee to organize announcements, and propagate on mass media and publicly post at the headquarters of the commune-level police and People's Committee about the criteria, conditions, and the time frame for receiving registration dossiers.
The time frame for receiving registration dossiers must be at least 30 days from the date of the announcement;
Step 2: The commune-level police receive the dossiers of citizens registering for the selection and organize preliminary screening (height, weight, physical form); report the results (attached with dossiers) of those who meet the preliminary screening criteria to the district-level police.
Step 3: The Chief of the district-level police issues an order for health examination for citizens as stipulated in Clause 2, Article 40 of the 2015 Military Service Law. The health examination order must be delivered to the citizens at least fifteen days before the health examination date.
Step 4: The district-level police organize background checks, and conclude the political standards for those who meet the health standards as concluded by the district-level health examination council.
Step 5: The district-level police report to the Military Service Council to submit to the Chairman of the district-level People's Committee for decision on the list of citizens selected to perform national service in the People's Public Security Forces.
Step 6: The district-level police, based on the list of citizens selected to perform national service in the People's Public Security Forces approved by the Chairman of the district-level People's Committee, the Chief of the district-level police issues an order for each citizen to perform national service in the People's Public Security Forces.
