Standards for the Number of Employees, Job Positions, and Professional Titles in Public Preschools
Quotas for the Number of Personnel in Professional Job Titles in Public Preschools
Pursuant to the regulations in Article 5 of Circular 19/2023/TT-BGDDT, the quotas for the number of personnel in professional job titles in public preschools are specified as follows:
For preschool teachers:
- For infant groups: For every group of up to 15 children aged 3 months to 12 months, 20 children aged 13 months to 24 months, and 25 children aged 25 months to 36 months, a maximum of 2.5 teachers per group will be allocated;
- For kindergarten classes: For every class of up to 25 children aged 3 to 4 years, 30 children aged 4 to 5 years, and 35 children aged 5 to 6 years, a maximum of 2.2 teachers per class will be allocated;
- For preschools that do not meet the number of children to arrange into groups or classes as stipulated in points a, b, Clause 1 of this Article, or after arranging groups or classes as stipulated in points a, b, Clause 1 of this Article, the remaining children will be averaged by age. For every 6 children aged 3 to 12 months, 8 children aged 13 to 24 months, 10 children aged 25 to 36 months, 11 children aged 3 to 4 years, 14 children aged 4 to 5 years, or 16 children aged 5 to 6 years, an additional 1.0 teacher will be allocated;
- For combined child groups or combined kindergarten classes under the Preschool Charter, a teacher allocation rate will be applied as stipulated in points a, b, Clause 1 of Article 5 of Circular 19/2023/TT-BGDDT;
- For schools with only one child group or one kindergarten class not meeting the number of children to arrange as stipulated in points a, b, Clause 1 of Article 5 of Circular 19/2023/TT-BGDDT, 2.0 teachers per group or class will be allocated.
Positions for supporting the education of disabled children:
- For preschools with integrated education for disabled children: If a preschool has fewer than 20 disabled children in integrated education, one person will be allocated; if there are 20 or more disabled children, a maximum of two people will be allocated. If a child group or kindergarten class includes one disabled child in integrated education, the number of children in that group or class will be reduced by 5. Each child group or class shall have no more than two disabled children in integrated education;
- If it is not possible to arrange permanent staff to support the education of disabled children, labor contracts or concurrent teachers will be arranged.
Quotas for the Number of Personnel in Professional Job Titles in Public Preschools
Quotas for Leadership and Management Positions in Preschools
Pursuant to the regulations in Article 4 of Circular 19/2023/TT-BGDDT, the quotas for leadership and management positions in preschools are specified as follows:
- Principal: Each public preschool is allocated one principal.
- Vice-principal: The number of vice-principals shall comply with the regulations regarding the number of deputies in Decree 120/2020/ND-CP.
How Is the Structure of Public Employees According to Professional Titles Determined in Public Preschools?
Pursuant to the regulations in Article 8 of Circular 19/2023/TT-BGDDT as follows:
Structure of Public Employees According to Professional Titles
The determination of the structure of public employees according to professional titles shall be in accordance with Clause 5, Article 3, and Clause 3, Article 4 of Decree No. 106/2020/ND-CP.
According to Clause 5, Article 3 of Decree 106/2020/ND-CP, it is stipulated as follows:

5. Ensure a reasonable structure, wherein the number of personnel in professional job titles and common specialty job titles accounts for a minimum of 65% of the total number of personnel in the public service provider.
According to Clause 3, Article 4 of Decree 106/2020/ND-CP, it is stipulated as follows:

3. The basis for determining the structure of public employees according to professional titles includes:
a) List of job positions;
b) The complexity level of the job positions;
c) Standards and professional titles of public employees corresponding to job positions.
According to the above regulations, the determination of the structure of public employees according to professional titles is executed based on the following principles and bases:
- Ensure a reasonable structure, wherein the number of personnel in professional job titles and common specialty job titles accounts for a minimum of 65% of the total number of personnel in the public service provider.
- The basis for determining the structure of public employees according to professional titles includes:
+ List of job positions;
+ The complexity level of the job positions;
+ Standards and professional titles of public employees corresponding to job positions.
Circular 19/2023/TT-BGDDT is effective from December 16, 2023.
