What are the qualifications required for forensic examiners and psychiatric forensic examiners in Vietnam?
Pursuant to the provisions of Article 3 Circular 11/2022/TT-BYT, the qualifications for forensic examiners and psychiatric forensic examiners are stipulated as follows:
Having a university degree or higher in one of the training disciplines specified in Circular 09/2022/TT-BGDDT, which provides the List of training disciplines of higher education appropriate for each field of expertise, specifically:
For individuals proposed for appointment as forensic examiners:
- Medical science training disciplines (excluding preventive medicine) for those performing forensic examinations.
- Pharmacy and chemistry training disciplines for those performing forensic examinations in the field of toxicology.
- Biology and applied biology training disciplines for those performing forensic examinations in the field of biomedicine.
- Training disciplines appropriate for other forensic examination fields.
For individuals proposed for appointment as psychiatric forensic examiners:
- Must be a physician trained in general medicine and have been granted a certificate or professional training certificate in psychiatry for at least 6 months at a training institution with the function of training in psychiatry; or a physician who has been granted a postgraduate degree in psychiatry (Specialist Doctor I, Specialist Doctor II, Resident Doctor, Master, Doctor).

What are the requirements for expert practice and actual professional experience in Vietnam?
Pursuant to Clause 2, Article 3 of Circular 11/2022/TT-BYT and Clause 3, Article 3 of Circular 11/2022/TT-BYT, the requirements for expert practice and actual professional experience are as follows:
Expert practice:
- Individuals proposed for appointment as forensic examiners must have a certificate in forensic examination practice issued by the National Forensic Institute.
- Individuals proposed for appointment as psychiatric forensic examiners must have a certificate in psychiatric forensic examination practice issued by the Central Psychiatric Forensic Institute or the Bien Hoa Central Psychiatric Forensic Institute.
Actual professional experience:
- Individuals proposed for appointment as forensic examiners must have at least 5 years of actual professional experience in the field in which they were trained, as stipulated in point a, Clause 1, Article 3 of Circular 11/2022/TT-BYT. If they have directly assisted in forensic examination activities in a forensic examination organization, the actual professional work experience must be at least 3 years.
- Individuals proposed for appointment as psychiatric forensic examiners must have at least 5 years of actual professional experience in the field in which they were trained, as stipulated in point b, Clause 1, Article 3 of Circular 11/2022/TT-BYT at a medical examination and treatment facility. If they have directly assisted in psychiatric forensic examination activities in a psychiatric forensic examination organization, the actual professional work experience must be at least 3 years.
What documents are required in the application for the appointment of forensic examiners and psychiatric forensic examiners in Vietnam?
Pursuant to the provisions of Article 4 of Circular 11/2022/TT-BYT, the application for the appointment of forensic examiners and psychiatric forensic examiners includes:
- A request letter for the appointment of forensic examiners and psychiatric forensic examiners from the competent agency or organization along with an accompanying list.
- Certified copies of degrees and certificates in accordance with the standards for appointing forensic examiners and psychiatric forensic examiners.
For degrees issued by foreign educational institutions, they must be recognized for use in Vietnam according to agreements and arrangements on equivalence of qualifications or mutual recognition of degrees, or according to relevant international treaties signed by the Socialist Republic of Vietnam.
- A self-written résumé including a recent 4cm x 6cm color portrait photo, taken within 6 months before submitting the dossier, stamped and confirmed by the competent state authority.
- Certification of actual professional work time in the trained field or certification of direct assistance in forensic examination activities in a forensic examination or psychiatric forensic examination organization appropriate to the level of specialization in the trained field from the organization or agency where the individual proposed for appointment works.
- Copies of training certificates in accordance with Clause 2, Article 3 of Circular 11/2022/TT-BYT.
- Two 2cm x 3cm color portrait photos taken within 6 months before submitting the dossier (for making examiner ID cards).
