Appointment to the professional title of public employee supporting the education of persons with disabilities code V.07.06.16 for:

1. Public employees currently working in the field of supporting the education of persons with disabilities but have not yet been appointed according to the provisions of Joint Circular No. 19/2016/TTLT-BGDDT-BNV dated June 22, 2016, by the Minister of Education and Training and the Minister of Home Affairs, prescribing the code numbers and standards of professional titles of public employees supporting the education of persons with disabilities in public educational institutions, when meeting the training qualifications stipulated in point a, clause 3, Article 3 of this Circular.

2. Cases of recruitment into the position of public employees supporting the education of persons with disabilities after the effective date of this circular, and meeting the probationary requirements as stipulated.

Thus, based on the above provisions, the following cases are appointed to the professional title of public employees supporting the education of persons with disabilities, code V.07.06.16:

- Public employees currently working in the field of supporting the education of persons with disabilities but have not yet been appointed according to the provisions of Joint Circular 19/2016/TTLT-BGDDT-BNV, when meeting the training qualification standards as follows:

+ Possessing a college degree or higher in the field of supporting the education of persons with disabilities, or a college degree or higher in one of the fields, sectors, groups of sectors, professions: Teacher Training, Psychology, Social Work, Health (according to the regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);

+ Completing the training program according to the standards of professional titles of public employees supporting the education of persons with disabilities as prescribed.

- Cases of recruitment into the position of public employees supporting the education of persons with disabilities after the effective date of this circular, and meeting the probationary requirements as stipulated.

(1) Professional Ethics Standards:

- Complying with the guidelines and policies of the Communist Party, the laws of the State, and the regulations of the sector;- Having a sense of responsibility and dedication to work; showing love, respect, and fairness towards persons with disabilities; supporting and protecting the legitimate rights and interests of persons with disabilities;- Cooperating responsibly with colleagues, families of persons with disabilities, and other organizations and individuals in supporting the education of persons with disabilities;- Practicing a healthy and civilized lifestyle, suitable to the educational environment.

(2) Standards for Training and Retraining:

- Possessing a college degree or higher in the field of supporting the education of persons with disabilities, or a college degree or higher in one of the fields, sectors, groups of sectors, professions: Teacher Training, Psychology, Social Work, Health (according to the regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);- Completing the training program according to the standards of professional titles of public employees supporting the education of persons with disabilities as prescribed.

(3) Standards for Professional Competence and Expertise:

- Understanding and applying the guidelines and policies of the Communist Party, the laws of the State, and the regulations and requirements of the sector and locality related to the education of persons with disabilities;- Understanding the characteristics and needs of persons with disabilities; supporting the education of persons with disabilities;- Applying basic professional knowledge and skills to work in supporting the education of persons with disabilities;- Having the ability to perform or coordinate the implementation of the content of the education support program for persons with disabilities according to educational levels;- Possessing skills in support, counseling, cooperation with teachers, families, and the community in educating persons with disabilities.

1. The appointment of public employees to the professional title of support for the education of persons with disabilities must be based on the provisions of this Circular and the job position, professional competence, and expertise of the public employees.

2. When appointing from the rank of official or the current professional title of public employee to the professional title of public employee supporting the education of persons with disabilities, it does not combine with a salary increase.
