Standards for National Railway and Dedicated Railway Conductors from September 1, 2023
Section 1, Article 5 of Circular 15/2023/TT-BGTVT stipulates the standards for national railway and dedicated railway conductors as follows:
- Possess a diploma or certificate of professional training at intermediate level or higher in railway traffic management or railway transport.
- Meet the health conditions as prescribed by the Minister of Health.
- A freight train conductor must have at least one year of directly handling the duties of a station master or undergo a probation period according to labor laws for the position of freight train conductor or assistant passenger train conductor in charge of safety;
A passenger train conductor must have at least one year of directly handling the duties of a freight train conductor or assistant passenger train conductor in charge of safety.
- Pass the professional examination for conductors organized by the enterprise employing the conductor position.

Duties of National Railway and Dedicated Railway Conductors
Sections 2 and 3 of Article 5 Circular 15/2023/TT-BGTVT stipulate the duties of national railway and dedicated railway conductors as follows:
Passenger Train Conductor
- Acts as the highest commander on the train, responsible for ensuring safety, security, order, service to customers, and the operation of working departments on the train;
- Draws up reports with eyewitness participation on cases of birth, death, injury, or incidents related to security and order on the train; creates case files for railway traffic incidents and accidents according to the law;
- Fully complies with regulations on the transport of goods, passengers, and luggage by rail, and other legal and company-specific regulations;
- Procedures for requesting and organizing rescue operations;
- Records and compiles reports on matters related to the train journey;
- In case multiple trains are coupled into a single passenger train, the conductor of the last train serves as the overall commander of the passenger train.
Freight Train Conductor
- Acts as the highest commander on the freight train, responsible for ensuring safety, security, order, and serving customers;
- Ensures the train runs according to the schedule and dispatcher orders, national technical standards for railway operation, railway signals, and train running processes, including railway shunting operations;
- Draws up reports with eyewitness participation on cases of birth, death, injury, or incidents related to security and order on the train; creates case files for railway traffic incidents and accidents according to the law;
- Fully complies with regulations on the transport of goods and luggage by rail, and other legal and company-specific regulations;
- Attends to signals on the road and on the train, and adheres to instructions, orders, and warnings while monitoring the compliance of the train driver;
- When passing each station, confirms the train's completeness and signals safety to the station staff. If any safety-threatening phenomenon is detected along the way, the train should stop for examination and handle or notify the station staff;
- Promptly records, fully and accurately, the train journey log and any arising matters related to the train operation;
- Signals the train to proceed once safety conditions are ensured;
- Commands the brake tests for the train, and participates in brake test councils according to company-specific regulations for conductor positions;
- Procedures for requesting and organizing rescue operations;
- In case multiple trains are coupled into a single freight train, the conductor of the last train serves as the overall commander of the freight train.
Who Must Perform the Duties of the Assistant Passenger Train Conductor in Charge of Safety If Absent?
Section 6, Article 5 Circular 15/2023/TT-BGTVT prescribes the standards, duties, and powers of the conductor as follows:

4. Powers of the Passenger Train Conductor
a) In urgent situations, the passenger train conductor has the authority to demand passengers to take measures to ensure train safety and must immediately report to train dispatchers or the nearest station about the urgent situation;
b) Refuse to accept staff lacking professional qualifications and health required for their positions on the train; temporarily suspend duties of staff on the train violating legal and company regulations affecting train safety and service quality. Must immediately report to competent authorities to resolve the situation when acting on this refusal authority;
c) Decide to stop the train at the station or a convenient location to provide first aid to the injured, hand over the injured or deceased along with relevant assets and documents to the station master or police, hospital, or local authorities for further action.
5. Powers of the Freight Train Conductor
a) Refuse to allow the train to run if safety conditions are not met;
b) Refuse to accept staff lacking professional qualifications and health required for their positions on the train;
c) Decide to stop the train at the station or a convenient location to provide first aid to the injured, hand over the injured or deceased along with relevant assets and documents to the station master or police, hospital, or local authorities for further action.
6. In cases where the train does not have an assistant passenger train conductor in charge of safety, the passenger train conductor must fully perform the duties and powers of the assistant passenger train conductor in charge of safety.
Thus, the passenger train conductor is the one who must perform the duties of the assistant passenger train conductor in charge of safety when the train does not have this position.
