3. Health Standards:

a) Select citizens with health categories 1, 2, 3 as prescribed in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, by the Minister of Health and the Minister of National Defense, which regulates health examinations for military service.

b) For agencies, units, and positions specified in Point b, Clause 2 of this Article, recruitment is conducted to ensure special standards as regulated by the Ministry of National Defense.

c) Do not enlist citizens with health category 3 who have refractive errors in vision (myopia of 1.5 diopters or more, hyperopia of any level); those addicted to drugs, or infected with HIV, AIDS.

In Section I, Appendix I issued together with Joint Circular 16/2016/TTLT-BYT-BQP, male citizens classified with physical fitness categories 1, 2, 3 should have a height from 1.57m to >= 1.63m, and weigh from 43kg to >= 51kg to qualify for military service. Female citizens classified with physical fitness categories 1, 2, 3 should have a height of 1.5m or more and weigh from 42kg or more to qualify for military service.

Thus, male citizens with a height from 1.57m to >= 1.63m, weighing from 43kg to >= 51kg, and female citizens with a height of 1.5m or more and weighing from 42kg meet the height and weight requirements to perform military service in 2024.

Furthermore, chest circumference conditions are also considered. In cases of being too obese or too thin, the BMI index will be considered.

4. The time for health examinations is from November 01 to December 31 every year. The time for health examinations for citizens called to enlist and perform duties in the People's Police for the second time as prescribed in Article 33 of this Law is decided by the Prime Minister of the Government of Vietnam.

5. The results of the health classification must be publicly posted at the headquarters of the commune-level People's Committee, agencies, and organizations for 20 days.

Under what circumstances are citizens exempt from military service in 2024?

Based on Clause 1, Article 41 of the Military Service Law 2015, supplemented by Point c, Clause 1, Article 49 of the Militia and Self-Defense Force Law 2019, the regulations on cases eligible for postponement from military service enlistment are as follows:

- Not physically fit for active duty service according to the conclusion of the Health Examination Council;

- The sole breadwinner directly taking care of family members who are unable to work or are underage; in families severely affected by accidents, natural disasters, dangerous epidemics certified by the commune-level People's Committee;

- The only child of a war invalid, a person affected by orange agent with a labor capacity reduction of 61% to 80%;

- Having siblings (brothers or sisters) currently serving as non-commissioned officers or soldiers on active duty; non-commissioned officers, soldiers performing duties in the People's Police;

- People who are immigrants, dispersed in the first 03 years to especially difficult communes according to economic and social development projects of the State decided by the provincial People's Committee or higher;

- Officials and public employees, young volunteers mobilized to work in areas with particularly difficult social-economic conditions as prescribed by law;

- Currently studying at a general education institution; currently studying a full-time university degree at a higher education institution, a full-time college degree at a vocational education institution during a training course at one educational level.

- Permanent militia

Citizens belonging to the above-mentioned categories are eligible for postponement of military service enlistment in 2024.

In addition, cases stipulated in Clause 2, Article 41 of the Military Service Law 2015, the regulations on cases eligible for exemption from military service enlistment in 2024 include the following subjects:

- Children of martyrs, children of first-class war invalids;

- One sibling (brother or sister) of a martyr;

- One child of a second-class war invalid; one child of a bedridden invalid with a labor capacity reduction of 81% or higher; one child of a person affected by orange agent with a labor capacity reduction of 81% or higher;

- People working in cryptography who are not military personnel or People's Police;

- Officials and public employees, young volunteers mobilized to work in areas with particularly difficult social-economic conditions as prescribed by law for 24 months or more.

Moreover, citizens eligible for a postponement of military service enlistment mentioned above, if no longer having reasons for postponement, will be called for enlistment.

Citizens eligible for postponement or exemption from military service enlistment, if volunteering, will be considered for selection and called for enlistment.
