Pursuant to the provisions of Part IV of Decision 90/QD-TTg in 2022 on funding for the implementation of the national target program on sustainable poverty reduction in the 2021-2025 period as follows:

- The total capital for the implementation of the Program in the 2021 - 2025 period is at least VND 75,000 billion, of which:

+ Central budget capital: 48,000 billion VND (development investment capital: 20,000 billion VND; non-business capital: 28,000 billion VND);

+ Local budget capital: 12,690 billion VND (development investment capital: 1,700 billion VND; non-business capital: 10,990 billion VND);

+ Other legal mobilization: 14,310 billion VND.

- The Government has solutions to mobilize other lawful resources to join with state budget resources to implement the Program to ensure effectiveness.

Thus, the minimum capital source for implementing the National Target Program on Sustainable Poverty Reduction in the 2021-2025 period is at least VND 75,000 billion.

What are the capital and funding sources for the program's projects?

Pursuant to Part III of Decision 90/QD-TTg in 2022, the component projects of the program are prescribed as follows:

Pursuant to Section 1, Part III of Decision 90/QD-TTg in 2022, as follows:

Project 1: Support for investment in socio-economic infrastructure development in poor districts and communes with special difficulties in the lowlands, coastal areas and islands

- Capital and capital sources:

Total capital demand for implementation: 22,110 billion VND, of which:

+ Central budget: VND 16,940 billion (development investment capital: VND 15,400 billion, non-business capital: VND 1,540 billion);

+ Local budget: 2,920 billion VND (development investment capital: 1,800 billion VND, non-business capital: 1,120 billion VND);

+ Other legal mobilized capital: 2,250 billion VND.

Sub-project 2: Implement the scheme to support a number of poor districts to get out of poverty, especially difficult in the period of 2022 - 2025, approved by the Prime Minister.

+ Other legal mobilized capital: 550 billion VND.

Total need for realized capital: VND 10,550 billion, of which:

- Central budget: 7,550 billion VND (non-business capital);

- Local budget: 1,000 billion VND (non-business capital);

- Other lawfully mobilized capital: 2,000 billion VND.

Pursuant to Section 3, Part III of Decision 90/QD-TTg in 2022 stipulates as follows:

Project 3: Supporting production development, improving nutrition

- Capital and capital sources:

Total realized capital demand: VND 5,500 billion, of which:

+ Central budget: 3,000 billion VND (non-business capital);

+ Local budget: 1,000 billion VND (non-business capital);

+ Other legal mobilized capital: 1,500 billion VND.

Sub-project 2: Improving nutrition

- Capital and capital sources:

Total demand for realized capital: VND 2,000 billion, of which:

+ Central budget: 1,000 billion VND (non-business capital);

+ Local budget: VND 500 billion (non-business capital);

+ Other legal mobilized capital: 500 billion VND.

Project 4: Developing vocational education and sustainable jobs

Total demand for realized capital: VND 15,300 billion, of which:

+ Central budget: 7,000 billion VND (development investment capital: 2,000 billion VND; non-business capital: 5,000 billion VND);

- Local budget: 4,800 billion VND (development investment capital: 300 billion VND; non-business capital: 4,500 billion VND);

+ Other legal mobilized capital: 3,500 billion VND.

Sub-project 2: Supporting workers to work abroad under contract

- Capital and capital sources:

Total realized capital demand: VND 570 billion, of which:

+ Central budget: 270 billion VND (non-business capital);

+ Local budget: 200 billion VND (non-business capital);

+ Other legal mobilized capital: 100 billion VND.

Sub-project 3: Supporting decent work

- Capital and capital sources:

Total demand for realized capital: 2,610 billion VND, of which:

+ Central budget: 1,950 billion VND (development investment capital: 600 billion VND; non-business capital: 1,350 billion VND);

+ Local budget: 550 billion VND (development investment capital: 400 billion VND; non-business capital: 150 billion VND);

+ Other legal mobilized capital: 110 billion VND.

+ Other legal mobilized capital: 500 billion VND.

Subproject 2: Communication on multi-dimensional poverty reduction

Total realized capital demand: 800 billion VND, of which:

+ Central budget: 600 billion VND (non-business capital);

Total capital demand for implementation: 1,500 billion VND. In there:

+ Central budget: 1,300 billion VND (non-business capital);

+ Local budget: 100 billion VND (non-business capital);

+ Other legal mobilized capital: 100 billion VND.

Sub-project 2: Monitoring and evaluation

- Capital and capital sources:

Total realized capital demand: 890 billion VND, of which:

+ Central budget: 690 billion VND (non-business capital);

+ Local budget: 100 billion VND (non-business capital);

+ Other legal mobilized capital: 100 billion VND.

Who are the subjects of the national target program for sustainable poverty reduction?

Pursuant to the provisions of Section 2, Part II of Decision 90/QD-TTg in 2022, the subjects of the program are as follows:

- Poor households, near-poor households, households that have just escaped from poverty (within 36 months from the time the household is recognized as being out of poverty by a competent authority) nationwide. Priority is given to support poor ethnic minority households and poor households whose members are people with meritorious services to the revolution; children, people with disabilities, women from poor households, near-poor households, and households just getting out of poverty.

- Laborers of poor households, near-poor households, households that have just escaped poverty; people living in poor districts and communes with special difficulties in flatlands, coastal areas and islands; provinces with poor districts.

- Poor districts and communes with special difficulties in flatlands, coastal areas and islands.

- Vocational education institutions, employment service organizations, enterprises and cooperatives in provinces with poor districts.

- Related organizations and individuals.

- Program implementation time: until the end of 2025.
