What are the solutions to implement the 12 tasks in the Digital Transformation and Cybersecurity Plan?
There are three groups of solutions to implement the tasks in the Digital Transformation and Cybersecurity Plan as prescribed in Section IV of Decision 320/QD-BXD of 2024 as follows:
Group 1: Financial solutions
Mobilize resources to implement projects and tasks according to the Plan, including:
- Register and utilize state budget funds: Public investment funds; scientific and technological career funds; economic career funds; regular funding and other legitimate funding sources.
- Outsource Information Technology services.
Group 2: Human resources solutions
- Train and raise awareness about IT application, digital transformation, and cybersecurity for officials and public employees in units under the Ministry of Construction.
- Develop incentive mechanisms and create a favorable working environment to attract IT professionals with high expertise to work in specialized IT departments of the Ministry.
- Consolidate the organization and personnel of specialized IT and cybersecurity departments in units under the Ministry of Construction.
Group 3: Other solutions
- Develop communication channels and disseminate information to raise public and business awareness about digital transformation.
- Develop and issue regulations or operational policies for information systems and databases to serve management and provide online public services of the Ministry of Construction.
- Cooperate with agencies, units, and technology enterprises to research and develop digital platforms for management, direction, and operation of the Ministry of Construction.
- Build pilot models for IT applications to serve management and operations of the Ministry in some administrative units and public service units under the Ministry and the Department of Construction, then draw experiences for nationwide deployment.
- Regularly inspect and evaluate IT application in units under the Ministry on a quarterly basis.
Will the Ministry of Construction apply IT and digital transformation to the command and operation work?
According to sub-section 2 of Section II of Decision 320/QD-BXD of 2024, it specifically prescribes the objectives for IT application and digital transformation to serve the command and operational work of the Ministry of Construction as follows:
- 100% of formal documents and materials exchanged between units in the Ministry of Construction will be in electronic form through the electronic portal, document management and operational system, and email system (excluding confidential documents).
- 100% of formal documents and materials exchanged between the Ministry of Construction and state agencies will be in electronic form through the special data transmission channels and the national interconnection document axis.
- 100% tasks of the Government of Vietnam, the Prime Minister, and the Ministry of Construction will be monitored and updated.
- At least 90% of work records in the Ministry of Construction will be handled in a digital environment (excluding confidential work records).
- 100% of officials and public employees will use official email in their work.
- 100% of officials and public employees will participate in classes to enhance awareness of digital transformation, digital skills, and professional management skills on digital platforms.
- Ensure technical conditions, infrastructure, and equipment to deploy IT applications serving the command, operational, and administrative work of the Ministry of Construction; serve citizens and businesses in the process of administrative procedure resolution.
It can be seen that the Ministry of Construction will apply IT and digital transformation for command and operational work.
Additionally, the Ministry of Construction aims to apply IT to serve citizens and businesses as follows:
- 100% of citizens and businesses using online public services will be identified and authenticated seamlessly across all systems of the Ministry of Construction from central to local levels.
- At least 60% of records will be received and processed online on the Online Administrative Procedure Resolution System of the Ministry of Construction.
- At least 80% of administrative procedure records will be fully processed online, and citizens will only need to enter data once.
- At least 90% of citizens and businesses will be satisfied with the resolution of administrative procedures by the Ministry of Construction.
- At least 60% of the Ministry of Construction's information systems related to citizens and businesses will have interconnected integration through the data integration and sharing platform. Citizens and business information that has been digitized and stored in national databases does not need to be declared again.
