Standards and Training Levels for Grade II Method Officers in Vietnam
According to Article 4 of Circular 03/2022/TT-BVHTTDL,
"Article 4. Grade II Method Officer - Code: V.10.06.19
1. Duties:
a) Preside over the development of long-term, medium-term, and annual operational plans for the unit's local culture and organize implementation upon approval;
b) Preside over the compilation of operational programs, professional guidance documents, operational methods for local cultural institutions from district to provincial levels;
c) Directly stage programs, create scripts for festivals, competitions, performances, and public cultural and artistic activities at the provincial level;
d) Preside over or participate in organizing, preparing content for festivals, conferences, workshops on professional skills, public cultural, and artistic operational methods;
đ) Monitor and guide professional operations for local cultural institutions in the area; evaluate, propose, and disseminate the application of experiences among local cultural institutions;
e) Develop program content, compile materials, and participate in training, guiding professional skills for lower-grade method officers.
2. Standards for education and training:
a) Hold a university degree or higher suitable for the field of local culture;
b) Possess a certificate in professional title standards for method officers.
3. Standards for professional competence:
a) Thoroughly understand the Communist Party's policies, State laws on local culture;
b) Thoroughly understand the history, culture, and society of each region;
c) Be knowledgeable about management methods and have experience in organizing and operating local cultural institutions;
d) Have the competence to analyze, aggregate, systematize, and draft documents in the field of local culture;
đ) Possess basic information technology skills, be able to use a foreign language or a minority language for public employees working in minority areas as required by the job position."

According to Article 5 of Circular 03/2022/TT-BVHTTDL,
"Article 5. Grade III Method Officer - Code: V.10.06.20
1. Duties:
a) Develop annual plans for assigned professional tasks and organize the implementation upon approval;
b) Stage programs, contests, performances, and cultural, artistic activities at the district level;
c) Monitor and guide professional operations for local cultural institutions in the area; summarize experiences to apply to other local cultural institutions;
d) Participate in organizing professional training classes, specialized training, talent development, and club activities.
2. Standards for education and training:
a) Hold a university degree or higher suitable for the field of local culture;
b) Possess a certificate in professional title standards for method officers.
3. Standards for professional competence:
a) Understand the Communist Party's policies, State laws on local culture;
b) Have basic knowledge of local cultural management; have experience in local cultural activities;
c) Understand the history, culture, and society of the managed area;
d) Be able to analyze, aggregate, and draft professional guidance documents;
đ) Possess basic information technology skills, be able to use a foreign language or a minority language for public employees working in minority areas as required by the job position."
4. Requirements for public employees who wish to compete for or be considered for the promotion to Grade III Method Officer:
Must have held the professional title of Grade IV Method Officer or equivalent for at least 02 years (excluding probationary or trial periods) for college graduates, or at least 03 years (excluding probationary or trial periods) for intermediate graduates. In case of equivalent time, at least 01 year (full 12 months) must be held as a Grade IV Method Officer up to the deadline for application submission for competition or promotion consideration."
Requirements for Grade III Method Officer to take the exam for promotion to Grade II in Vietnam
According to Clause 4, Article 4, Circular 03/2022/TT-BVHTTDL:
"Article 4. Grade II Method Officer - Code: V.10.06.19

4. Requirements for public employees to take the exam or be considered for promotion to Grade II Method Officer:
Must have held the professional title of Grade III Method Officer or equivalent for at least 09 years (excluding probationary or trial periods). In case of equivalent time, at least 01 year (full 12 months) must be held as a Grade III Method Officer up to the deadline for application submission for competition or promotion consideration."
Grade II and Grade III Method Officers have the above-mentioned professional standards and training levels.
Circular 03/2022/TT-BVHTTDL is effective from July 1, 2022.
