What is a personal identification number in Vietnam according to the law?
According to the provisions of Article 13 of Decree No. 137/2015/ND-CP, the personal identification number is a sequence of natural numbers consisting of 12 numbers and the structure of 6 numbers is the birth century code, gender code, and year of birth code of citizens, province code, centrally-run city or country code where the citizen registered his birth and 6 numbers is a random number range.
In addition, according to the provisions of Clause 2, Article 19 of the 2014 Law on Citizens Identification in Vietnam, the personal identification number is the number of the citizen identity card number.

What is the order of issuance of personal identification numbers to citizens who have registered their birth and registered for permanent residence in Vietnam?
Pursuant to Article 15 of Decree No. 137/2015/ND-CP (amended by Clause 9 Article 1 of Decree No. 37/2021/ND-CP) stipulating the order of issuance of personal identification numbers to citizens who have registered birth, registered permanent residence in Vietnam as follows:
- For citizens who have registered their birth but have not yet been granted a personal identification number, the agency managing the National Population Database shall establish a personal identification number for the citizen according to the information available on the National Population Database.
- As soon as the personal identification number is established for the citizen, the agency managing the National Population Database shall send a written notice to the citizen of the established personal identification number and citizens' information available in the National Population Database..
In case a citizen's information in the National Population Database is incomplete, the notice should request the citizen to provide additional information to the police station of the commune, ward or township where he or she is residing to update and correct information in the national database on population.
- In case a citizen who already has a personal identification number has his/her gender re-determined or his birth year corrected, the agency managing the National Population Database shall re-establish his/her personal identification number for citizens after the citizens have carried out civil status registration related to information about gender, year of birth in accordance with the law on civil status registration.
The agency managing the National Population Database shall notify in writing the citizens of the re-established personal identification number.
- The citizen identification card-issuing agency uses the personal identification number established by the agency managing the national population database for citizens to issue the citizen's identity card according to the provisions of Article 18 of Decree No. 137/2015/ND-CP:
+ Vietnamese citizens aged full 14 years or older who have registered for permanent residence shall be granted a citizen identification card.
+ The basis for calculating age is based on the day, month and year of birth of citizens in the National Population Database; In case the person's date of birth is not available in the National Population Database, the original birth certificate or household registration book shall be used to determine the person's date of birth.
What are the regulations on the cancellation and re-establishment of personal identification number in Vietnam?
The cancellation and re-establishment of personal identification numbers according to Article 6 of Circular No. 59/2021/TT-BCA are as follows:
(1) In case of re-establishment of personal identification number due to sex reassignment of citizens or correction of year of birth as per the law on civil registration:
Commune police where citizens register permanent residence shall request the citizens to provide civil status documents proving their sex reassignment or correction of year of birth to examine, verify and add to administrative documents;
At the same time, submit request for re-establishment of personal identification number to supervisory agencies of National database on population of Ministry of Public Security.
(2) In case of cancellation of personal identification due to error relating to place of birth, year of birth, or gender of citizens during data input process:
Commune police where citizens register permanent residence must examine and verify information which needs revision and send request for cancellation and re-establishment of personal identification number to supervisory agencies of National database on population of Ministry of Public Security.
(3) Heads of supervisory agencies of National database on population of Ministry of Public Security are responsible for reviewing and deciding on cancellation and re-establishment of personal identification number for cases under Clause 1 and Clause 2 Article 6 of Circular No. 59/2021/TT-BCA.
Once decisions on cancellation and re-establishment of personal identification number are issued, supervisory agencies of National database on population of Ministry of Public Security must update new personal identification number of citizens on the National database on population.
Cancelled personal identification number shall be stored in information data of citizens in the National database on population and must not be issued to other citizens.
(4) Commune police where citizens register permanent residence shall inform the citizens in writing about their new personal identification number.
(5) Police authorities that receive application for issuance of Citizen Identity Cards shall utilize newly established personal identification number in the National database on population to issue Citizen Identity Cards as per the law.
