Citizen Reception Schedule at the One-Stop Division of the Ministry of National Defense?

Based on Section I of the Internal Rules for the Citizen Reception Office - One-Stop Division of the Ministry of National Defense issued together with Decision 800/QD-TTr in 2020, the citizen reception schedule at the One-Stop Division of the Ministry of National Defense is specified as follows:

Citizen reception time - document reception, administrative procedure result delivery:

- Morning from 08:00 AM to 11:00 AM;

- Afternoon from 01:30 PM to 04:00 PM.

Citizen reception schedule:

- From Monday to Friday, the following agencies: General Staff, General Political Department, General Logistics Department, General Technical Department, General Department of National Defense Industry, Inspectorate of the Ministry of National Defense, Policy Department/GP perform citizen reception.

- The citizen reception schedule of other agencies is as follows:

+ Monday, Wednesday: Military Personnel Department/GS, Propaganda Department/GP.

+ Tuesday, Thursday: Inspection Committee of the Central Military Commission, Personnel Department/GP.

+ Friday: Social Insurance of the Ministry of National Defense.

Note, the above citizen reception time only applies to working days from Monday to Friday. Saturday, Sunday, public holidays, and Tet holidays are off as per regulations.

Does the Minister of National Defense receive citizens?

Based on Clause 1, Article 8 Circular 166/2021/TT-BQP the responsibilities are stipulated as follows:

Responsibilities for citizen reception

1. Responsibilities of the Minister of National Defense

a) Lead, direct, and organize the implementation of citizen reception work of the Ministry of National Defense, ensure necessary material conditions for citizen reception as stipulated;

b) Each month, allocate at least one day to receive citizens at the Citizen Reception Office of the Ministry of National Defense (except for urgent cases). Issue a document refusing to receive citizens and conduct sudden citizen reception upon the recommendation of the Chief Inspector of the Ministry of National Defense;

c) Direct the Inspectorate of the Ministry of National Defense, heads of agencies, and units to prepare relevant dossiers and materials related to citizen issues, serving the Minister of National Defense to receive at the Office.

The Minister of National Defense is responsible for arranging citizen reception at least one day per month at the Citizen Reception Office of the Ministry of National Defense (except in urgent cases).

What regulations must citizens follow when filing complaints with the Ministry of National Defense?

Based on Section II of Decision 800/QD-TTr in 2020, the following regulations apply to citizens who file complaints, petitions, or reflections at the Citizen Reception Office of the Ministry of National Defense:

- Registers and presents relevant documents such as: ID card or citizen identification, power of attorney (if any) and other documents as prescribed by competent State agencies; dress properly, speak politely, and maintain cleanliness at the Office.

- Citizens are received in order and must truthfully present the issue, providing information and documents related to the complaint, petition, or reflection.

- Be responsible for the legality and accuracy of documents in administrative procedure dossiers; pay all fees and charges (if any).

- Respect and comply with the guidance of the agency, unit, officials, employees, and security personnel working at the Office; not exploit the right to complain, denounce, petition, or reflect to distort, slander, incite disorder, harm security, order, or insult the reputation and honor of Party, State, and Army leaders.

- In cases of five to ten people filing a complaint, petition, or reflection on the same content, they may elect one or two representatives; if more than ten, they may appoint additional representatives, but no more than five. Representatives must be responsible before the law for the legality of the representation and the delegation document.

- Strictly prohibit citizens from bringing weapons, dangerous tools, hazardous chemicals, flammable substances, banners, cumbersome items, and animals into the Office; recording or photographing without the consent of reception officers. Do not move or damage Office property.

- All citizens must leave the Office after working hours.
