- The Government Office inspects, urges the implementation and synthesizes problems of the Ministry of Natural Resources and Environment and relevant ministries, branches and localities to promptly report to the Prime Minister to solve them during the implementation process. implementing the Plan to reduce and simplify regulations related to business activities approved by the Prime Minister in Article 1 of this Decision

"Article 33. Online payment process
1. Organizations and individuals pay fees, charges, taxes and other financial obligations (if any) in handling administrative procedures or performing public services through the online payment function of the Service Portal national public service in one of the following forms:
a) Implement on the Ministry-level and provincial-level Public Service Portal and choose the online payment system of the National Public Service Portal which has been integrated with the Ministry-level and provincial-level Public Service Portal;
b) Directly make online payments or perform online public services, choose an online payment system on the National Public Service Portal.
2. Directly pay online on the National Public Service Portal
a) Organizations and individuals select the type of payment transaction and fill in the required information;
b) Based on the information to be paid for which has been connected and shared by the agency or public service provider with the National Public Service Portal, the organization or individual shall carry out the payment process according to regulations. specified in Clause 5 of this Article.
3. Online payment for online application submitted from the National Public Service Portal
a) Organizations and individuals choose online public services and submit online dossiers according to instructions;
b) Based on the payment request during the online application submission process, the organization or individual chooses to pay on the online payment system of the National Public Service Portal;
c) Follow the payment process as prescribed in Clause 5 of this Article.
4. Online payment on Ministry-level and provincial-level Public Service Portal
a) Organizations and individuals submit documents online or look up application codes for handling administrative procedures on the Public Service Portal at ministerial or provincial level;
b) Based on the payment request, the organization or individual chooses to pay on the online payment system of the National Public Service Portal;
c) Follow the payment process as prescribed in Clause 5 of this Article
5. Implement the payment process
a) Organizations and individuals select commercial banks or intermediary payment service providers that have connected and integrated with the online payment system of the National Public Service Portal to make payments;
b) Documents of payment to the state budget, payment of social insurance with digital signatures of commercial banks or payment intermediary service providers and information on which the payer's account has been deducted for payment of obligations. Financial contributions to the state budget, successful payment of social insurance shall be sent to state budget payers, social insurance payers, agencies, public service providers and related agencies and organizations. authorities (if any); at the same time, synchronize the payment status and data to the online payment system of the National Public Service Portal right after the payer is deducted from his account;
c) The time the organization or individual completes payment of taxes, fees, charges and other financial obligations (if any) for the type of payment transaction and the paid amount is the time the organization or individual receives the payment. notify the successful transaction of the commercial bank, the payment intermediary for the type of payment transaction and the amount paid;
d) Based on the receipt of payment to the state budget, social insurance payment with digital signature of the commercial bank or intermediary payment service provider and the information on which the payer's account has been deducted for payment. pay financial obligations to the state budget, pay social insurance successfully, agencies and units providing public services take the next steps in handling administrative procedures and public services for organizations, individual."
